Revoking 160 university degrees for signing and issuing beyond authority
Kinh Bac University (Bac Ninh province) has just issued a plan to review, revoke, cancel and reissue 160 university diplomas due to signing and issuing beyond its authority according to the regulations of the Ministry of Education and Training (MOET).
The decision was signed and stamped with red seal by Mr. Nguyen Van Hoa on February 3, 2025, with the title of Rector of Kinh Bac University.
The plan cited the Notice of inspection results No. 2491 dated December 31, 2025 of the Ministry of Education and Training on the organization, management of training and issuance of diplomas and certificates at Kinh Bac University.

According to the plan, the subjects whose degrees will be revoked are 160 students who are recognized as university graduates in 2024 (phase 2) according to Decision No. 1205 dated October 23, 2024, signed by Mr. Pham Ngoc Truc, issued not under his authority. A specific list of related students is attached to the plan.
However, what is worth mentioning is that also in the Notice of inspection results No. 2491 dated December 31, 2025, the Ministry of Education and Training concluded: Decision No. 56/QD-HDT on the appointment of Principal for Mr. Nguyen Van Hoa for the term 2021-2026 is not in accordance with the provisions of Clause 1, Article 20 of the Law on Higher Education (amended and supplemented by the Law amending and supplementing a number of articles of the Law on Higher Education in 2018).
The Ministry of Education and Training requests individuals who are appointed or assigned tasks not to perform tasks according to appointment decisions or assignments that are not in accordance with the law.
Talking to Lao Dong Newspaper, Lawyer Bui Xuan Lai (Hanoi Bar Association) said that the Council of Kinh Bac University for the term 2020 - 2025 ended on August 12, 2025; while the new School Council (term 2025 - 2030) has not been completed with legal procedures by the school's investors.
In other words, the title of principal has not been approved for appointment by the Kinh Bac School Council for the term 2025 - 2030.
Therefore, Mr. Nguyen Van Hoa's continued signing with the title of Principal requesting temporary suspension of training activities - not only contradicts the requirements, recommendations, and handling of the Ministry of Education and Training, but also causes confusion for lecturers and students of the school when teaching and learning plans are interrupted, affecting the graduation process of students.
We students are not at fault
In times of prolonged internal disputes and conflicts, mainly due to the "legitimacy" of the principal, students are the ones who suffer.
N.T. T (Bac Ninh) - a student majoring in K9 English Language, Kinh Bac University - said that she was very "shocked" to hear that the school had revoked 160 diplomas issued to students, including her own diploma.
According to N.T. T, she has graduated and worked for more than a year. Her current job is relatively stable. When the information that the school revoked her graduation certificate spread, students in the class immediately exchanged it with each other.
Almost the entire class of us had our diplomas revoked, everyone was very confused by this unreasonable decision" - T said and said that this decision directly affected her current job.
Maybe if the company knew, they wouldn't accept me to continue working anymore, I could even lose my job," T said.
Currently, T and many graduates who are subject to revocation of their diplomas are waiting for an official decision from the Ministry of Education and Training.
We are waiting to see what the Ministry of Education and Training will make an official decision. In case the Ministry of Education and Training issues a directive requesting the revocation of all issued diplomas, we are forced to file a complaint. We students are not at fault in this matter. Now, we only hope the school will soon stabilize so that we can feel secure in working," T said.
Ms. L - a student of English Language major, course 9, Kinh Bac University - also fell into a similar situation when she was subject to the revocation of her diploma. According to Ms. L, she herself is in the process of applying for a job, while most businesses and agencies require candidates to have a diploma. Therefore, the information that her university degree is at risk of being revoked makes her confused and worried.
“We studied for 4 years of university, paid tuition up to hundreds of millions of VND, went to school fully, without taking a day off. The revocation of my diploma makes me feel like my efforts for 4 years were robbed, while the fault is completely not with the students,” Ms. L shared angrily.
