Stopping training activities, lecturers and students worried
Lao Dong Newspaper has just published an article reflecting the fact that Mr. Nguyen Van Hoa - Rector of Kinh Bac University issued Notice No. 46/TB-ĐHKB dated January 14, 2026 on temporarily suspending the school's training activities, causing many lecturers and students to worry because it affects their teaching and learning plans.
Faced with that reality, the majority of lecturers and students expressed their desire to organize a direct dialogue with Mr. Nguyen Van Hoa, the person who signed Notice No. 46 with the title of Principal, to clarify the reasons and issues related to the temporary suspension of all training activities of the school.
Talking to Lao Dong Newspaper, Doctor CK II Le Thi Hong Hoa - Deputy Head of the Faculty of Traditional Medicine, Kinh Bac University, said that if students' studies are interrupted, the school's entire plan will be affected.
Not to mention a credit, or a curriculum, just a few delayed lectures already have a great impact on students' courses.
For traditional medicine at Kinh Bac University, currently, students are urgently studying, preparing to go to practice at the hospital after Tet. If postponed, it will postpone the plans of students, lecturers, and hospitals are all affected," Ms. Hoa said.
Agreeing with this view, Dr. Chu Xuan Hai - Head of the Faculty of Basics, Kinh Bac University, said that the timetable and training plan have been approved and unanimously issued from the beginning of the school year. The responsibility of lecturers is to implement that process correctly; while learners really want the right to study on schedule and graduate on time.
“The school currently trains many student groups, including articulated students, people who are both working and studying. They also really need to follow the progress to graduate and work. Currently, when I lecture in classes, students discuss a lot about this issue, especially their interests,” Mr. Hai said.
Assoc. Prof. Dr. Nguyen Ngoc Truong - Secretary of the Party Cell of Kinh Bac University affirmed - the fact that an individual with the title of Rector suddenly issued a document announcing the temporary suspension of the training program is not in accordance with the provisions of law.
The principal is not allowed to issue such a decision but must be based on the Resolution of the School Council or the Science and Training Council. When the School Council or the Science and Training Council has not approved, the Ministry of Education and Training has not approved, the principal's decision to stop training is against regulations," Mr. Truong analyzed.
Regarding solutions, Mr. Truong informed that the Party Committee of Kinh Bac University has collected all aspirations of students and school staff. At the same time, sending official letters to the two investors, requesting strict implementation of the Ministry of Education and Training's conclusion notice.
First of all, it is necessary to rectify the school council, re-elect the principal, and then handle the next tasks for the purpose of stabilizing and developing the school," Mr. Truong proposed.
The title of principal has not been approved by the School Council, which is against regulations.
Talking to reporters, Lawyer Bui Xuan Lai (Hanoi Bar Association) said that Kinh Bac University and related individuals need to strictly implement the content of Notice No. 2491 dated December 31, 2025 of the Ministry of Education and Training (MOET). In particular, individuals who are appointed and assigned tasks not in accordance with the law.
The Ministry of Education and Training has issued Notice No. 2491 inspecting the establishment and operation of the school council, the organization of enrollment, and the management of training at all levels of higher education.
The notice concluded that, through inspection activities, it was discovered that the Council of Kinh Bac University (term 2020 - 2025) issued Decision No. 56/QD-HDT dated April 19, 2021 appointing Mr. Nguyen Van Hoa to the position of Rector, which was not in accordance with the provisions of Clause 1, Article 20 of the Law on Education and Training.
Also according to Lawyer Bui Xuan Lai, one of the recent "scandals" at Kinh Bac University is due to legal loopholes related to the "legitimacy" of the principal because the Kinh Bac University Council for the term 2020 - 2025 ended on August 12, 2025; while the new School Council (term 2025 - 2030) has not been completed with legal procedures by the school's investors.
In other words, the title of principal has not been approved for appointment by the Kinh Bac School Council for the term 2025 - 2030.
Therefore, Mr. Nguyen Van Hoa's continued signing with the title of Principal requesting temporary suspension of training activities - not only contradicts the requirements, recommendations, and handling of the Ministry of Education and Training, but also causes confusion for lecturers and students of the school when teaching and learning plans are interrupted, affecting the graduation process of students.
