The Evergreen Trang Due social housing project is invested by Saigon - Hai Phong Industrial Park Joint Stock Company (SHP). Construction started on May 28, 2023, and the project items have been completed and are eligible for use.
The Evergreen Trang Due social housing project has an area of 31,369m2, including 10 15-storey apartment buildings. After the project is handed over and put into use, 2,538 apartments will be provided to workers and employees as well as other policy beneficiaries of the city's social housing program. The inauguration of 7 CT1, CT2, CT3, CT5, CT6, CT7 and CT8 buildings with 1,770 apartments contributes to promptly solving housing needs, especially in preparation for the 2026 Binh Ngo Lunar New Year.
According to the report of the Department of Construction, from 2021 to present, Hai Phong has been investing in the construction of 25 social housing projects for workers and low-income people, with a scale of about 31,594 apartments. To develop housing for workers, the city has two main models. One is the model of accommodation and dormitories directly invested by enterprises in projects being operated and implemented, including: LG Display dormitory with a scale of 1,668 apartments, completed phase 1 of 556/1,668 apartments; Pegatron Vietnam workers' housing with a scale of 1,632 apartments, completed phase 1 of 784/1,632 apartments. Recently, the Laguna Heyner accommodation project of Biel Crystal Company (scale of 4,360 apartments) started construction in September 2025. These projects effectively solve the on-site accommodation needs of some industrial parks with a large number of workers.
The other is the commercial social housing model that follows industrial parks closely. The Department of Construction has identified this as the key segment to solve the housing needs of workers from other provinces in industrial parks. The city also has its own mechanism, creating conditions for workers to access social housing. Accordingly, workers and employees who have housing in the city but are far from their workplace can still buy social housing (houses outside the administrative boundaries of the commune where they work and where there are social housing projects).
Up to now, in addition to the Evergreen Trang Due social housing project, there are typical projects being implemented such as the Vinhomes Trang Cat project (phase 1 about 3,800 apartments) directly serving Nam Trang Cat Industrial Park and Dinh Vu area; the social housing project in Dong Hai 2 ward (Hope) with a scale of 2,347 apartments; the social housing project in Mao Dien commune (Tan Truong Industrial Park) with a scale of 1,338 apartments. The above groups of projects are open, not only serving workers of a specific factory but also meeting the common needs of both industrial parks and low-income people in urban areas. This model also fundamentally solves the problem of settling down, allowing employees to own a long-term house instead of just renting a temporary accommodation.
