Many industrial parks and clusters are planned
In addition to the Tra Kha Industrial Park (IP), with a total area of 60 hectares, attracting industries such as: Garment, footwear, electricity, electronics, alcohol, beer, soft drink, agricultural processing, construction materials, etc., Bac Lieu province has not yet formed other industrial parks and clusters to participate in solving the problem of employment, generating income and contributing to the overall growth of the economy.
Lang Tram Industrial Park with a total area of over 94 hectares planned since 2000, has not yet completed its infrastructure. Therefore, it has not attracted businesses and investors to participate. This industrial park currently has only one Au Vung II Export Seafood Processing Factory operating production and business in the form of investors self- subsidizing money to clear the site.
Bac Lieu adds Lang Tram and Tra Kha Industrial Parks to the 2021-2030 planning according to Decision 1598 of the Prime Minister. The province has 4 approved industrial clusters (Chu Chi, Vinh My, Vinh Loi, Hong Dan) and 6 new industrial clusters (Chu Chi 2, Chau Hung A, Tan Thanh, Phong Thanh Tay, Hoa Binh, Dong Hai). Bac Lieu City also proposed a 500ha industrial park plan to attract investment.

After finishing the planning, leave it there
Chu Chi Industrial Cluster (Phong Thanh Tay B Commune, Phuoc Long District) was planned since 2010 but is still vacant. According to the plan, Chu Chi Industrial Cluster focuses on the following industries: Agricultural, forestry and fishery processing industry; consumer goods manufacturing industry (production of new products); industry of product production, spare parts, assembly and repair of machinery and equipment for agriculture and rural areas. The land area for the construction of industrial factories and warehouses at the wharf is expected to be 18.8 hectares.
According to the leader of Phuoc Long district (Bac Lieu), the district has not yet built industrial clusters and large projects to effectively exploit potential, promote advantages, create development momentum and affirm its role as an economic center of the Northern region.
Therefore, Phuoc Long has been actively calling for investment and accelerating the construction of technical infrastructure for Chu Chi Industrial Cluster with the hope that this industrial cluster will create momentum and highlights in shifting production structure, labor structure associated with implementing criteria in building advanced new rural areas.
Dong Hai district has been established for 20 years, but so far no centralized export processing zone has been built, even though the province has identified it as a marine economic district. All industrial clusters in Bac Lieu have not been in operation despite planning for many years.
Enterprises are no longer interested
Bac Lieu has 48 seafood export processing factories, but only 1 factory is located in the industrial park.
Explaining why seafood processing enterprises do not enter industrial parks, Mr. Vuong Tan Tai - Director of the Management Board of Industrial Parks of Bac Lieu province - repeatedly reported to Bac Lieu province, stating that the current regulations on industrial parks and clusters for seafood processing enterprises are very difficult to enter because of factors such as environmental sanitation, noise, pollution, rental prices, etc.
Mr. Nguyen Trung Hieu - a business that already has a factory in Tra Kha Industrial Park - informed: "Currently, the land rental price of the industrial park is too high, making it difficult for businesses to enter industrial parks and clusters".
Mr. Hieu calculated that if land is leased in an industrial park for 20 years, the cost is equivalent to the value of buying land outside the park. Moreover, when leasing land, businesses cannot mortgage land use rights to borrow from banks. Meanwhile, land prices in Bac Lieu are not high, so buying self-constructed land brings higher profits than renting in industrial parks and clusters.
Mr. Le Chi Ton - Chairman of the Bac Lieu Provincial Business Association - said that most of the enterprises in the province are small and micro-sized, operating according to the household model, so there is no need to enter industrial parks and clusters. For businesses outside the province, Bac Lieu is far from seaports, airports, and transportation is still limited, not attracting enough investment. He emphasized that the province needs to review the planning of industrial clusters, if it is no longer suitable, it should be adjusted to avoid land waste.
