Project delayed for 30 years
The high-rise housing project combined with a commercial center, office for lease and elementary school at 177 Trung Kinh, Yen Hoa ward is on the list of slow-progress projects. Lao Dong's record on April 17th, the project land area still shows no signs of construction, with weeds growing rampant. The reason for the slow progress stems from the fact that the investor - Van Phu - Trung Kinh Investment Co., Ltd. and residents have not found common ground in using the 177 Trung Kinh walkway.
Thousands of residents reflect that from 2016 to now, Home City Apartment has no official walkway, forcing them to use a temporary road through the park project of VNT Company behind the building. Meanwhile, the 177 Trung Kinh walkway is restricted by the investor, only allowed to ride bicycles and motorbikes, leading to traffic unsafety and fire prevention and fighting.
By February 2025, the investor announced that it would start the school construction project in the land in front of the apartment building and the road leading to the building will be narrowed from 6-7m to 3m, causing many residents to be upset. After many meetings, residents requested that the alleyway 177 Trung Kinh be 4.5m wide to ensure fire safety. Meanwhile, the investor said that only 3.7m can be reserved for this alleyway because it depends on the drawings approved by the city.
The project to build and exploit a swimming pool inside the Culture - Information and Sports Center of Xuan Dinh ward invested by HDB Vietnam Group Joint Stock Company is also on the list of 341 non-budget capital projects with slow land use.
Talking to Lao Dong on April 16, Mr. Hoang Xuan Sang - Director of the Culture - Information and Sports Center of Xuan Dinh ward - said that so far the investor has not taken any action at the project deployment land area. The area planned for the construction and exploitation of the swimming pool is still fenced with corrugated iron, overgrown with grass. To date, the project has been delayed for 14 years.
In the list of 341 projects, there are also many projects of Ngoc Linh Co., Ltd. such as: Entertainment area in Tay Ho ward; Leased transaction office and production facility for processing, assembling and trading handicrafts at No. 142 Doi Can, Ngoc Ha ward; Construction of Silica Chemical Plant.
For the project at 142 Doi Can, in 1996, Ngoc Linh Co., Ltd. was approved by the City People's Committee to receive the transfer of assets on an area of 2,873.4m2 of land to implement the project.
According to the inspection conclusion, in the period from 1997 - 2007, Ngoc Linh Co., Ltd. did not implement the "Project to build offices for lease and production facilities for processing, assembling, and trading handicrafts" but reported to the City People's Committee to apply for the "Project to build houses for sale and lease" on an area of 1,673.2m2 but did not carry out procedures to convert land use purposes for self-transfer to 19 households and individuals to build houses; self-converted land use purposes without the City People's Committee's permission. Among the 19 land plots built at 142 Doi Can, there are 2 plots with construction permits (plots 14, 15), and the remaining land plots are built without permits.
Recall, stop project implementation if investors do not submit reports
Chairman of Hanoi People's Committee Vu Dai Thang requested investors to urgently report in writing on the project implementation according to the outline, and report to the City People's Committee before April 30, 2026.
The content of the outline that investors must report includes: The actual implementation situation of the project up to the time of reporting (investment progress, construction, site clearance, fulfillment of financial obligations...); legal procedures that have been implemented and still exist; difficulties and obstacles (clearly distinguishing objective and subjective causes); assessing the project implementation capacity of investors (financial capacity, capital mobilization capacity, implementation organization...); clarifying the investor's responsibility for slow implementation; proposing handling plans and specific progress commitments with clear and feasible timelines. Investors are fully responsible before the law and before the City People's Committee for the truthfulness and accuracy of the report content.
After April 30, 2026, if investors do not submit reports or submit them on time, or reports do not meet requirements, do not clearly show capacity and commitment to implementation, the City People's Committee will apply measures to recover and stop project implementation.
The Chairman of the City People's Committee assigned the Department of Agriculture and Environment to preside over and coordinate with the People's Committees of relevant communes and wards to send notices to each investor before April 19, 2026, and at the same time monitor and urge investors to send reports ensuring deadlines and requirements.
