Ninh Binh - A series of degraded apartment buildings and collective houses in Ninh Binh will be renovated in the period 2026 - 2030.

Currently, in Ninh Binh province, there are a series of apartment buildings and collective houses that have seriously deteriorated, not ensuring safety for people. Typically, 2 buildings at No. 181 and No. 207 Hoang Van Thu street (Nam Dinh ward, Ninh Binh province), built in the 1940s, have now seriously deteriorated.

Every time the storm season comes, this place is on the list of urgent evacuations due to the risk of collapse, flooding and unsafety. The infrastructure of these houses has expired, with many damages to load-bearing structures, and is classified as particularly dangerous individual houses.

Mr. Thieu Ngoc Hao - Head of the Housing and Real Estate Market Management Department (under the Ninh Binh Provincial Department of Construction) - said that houses No. 181 and 207 Hoang Van Thu have seriously deteriorated, are assessed as level D dangerous, the load-bearing capacity of some structural parts cannot meet normal use requirements, and a general dangerous situation has appeared. The living area of each household is very cramped, only from 10 - 20m2, seriously affecting living conditions, health and safety.

Since 2001, the unit managing the above 2 residential areas has made records of suspension of use, stopping signing house rental contracts with households because the project is no longer eligible to live in. In 2012, this unit continued to coordinate with local authorities to mobilize people to relocate to other places of residence, and at the same time, households have signed commitments to self-relocate and take responsibility if they continue to reside here.

However, because most of the residents living in the above 2 residential areas are elderly people, low-income workers, in difficult circumstances, and have no other place to live, many households are still forced to continue living here.

The prolonged residence in dangerous houses not only directly threatens people's lives, but also poses a potential risk of fire and collapse at any time" - Mr. Hao said.

Also according to Mr. Hao, in addition to the above 2 residential areas, there are 27 other residential areas in Ninh Binh province that are assessed as level C dangerous (which have deteriorated and must be demolished and rebuilt).

On March 28, Ninh Binh Provincial People's Committee issued a decision approving the adjustment of the Housing Development Program in Ninh Binh province for the period 2021 - 2030. Accordingly, in the period 2026 - 2030, it will strive to complete the project to renovate and rebuild the 5-story apartment building on Tran Dang Ninh street, Nam Dinh ward and complete the arrangement of rental housing for households in 2 old apartment buildings at No. 181 and 207 Hoang Van Thu street. At the same time, continue to implement the renovation and reconstruction of apartment buildings according to the project associated with urban renovation and embellishment.
