In Hai Hau commune, the local government has reviewed redundant houses and land after arrangement to supplement the land fund for schools. In which, the headquarters of the People's Committee and the old Hai Bac Commune Cultural House were handed over to Hai Bac Primary School. The old Hai Trung Commune People's Committee headquarters was transferred to Hai Trung Primary School. The headquarters of the People's Committee and the old Hai Long Commune Cultural House were also handed over to Hai Long Secondary School.
In Yen Mo commune, some redundant public offices have also been converted to serve education. The locality has completed procedures to hand over the old Khanh Duong Commune People's Committee headquarters to Khanh Duong Primary School; handed over houses and land of Yen Hoa Commune People's Committee and Yen Hoa Commune central stadium to Yen Hoa Primary School. Part of the land area and 2 buildings belonging to Yen Hung Commune People's Committee headquarters have also been arranged for Yen Hung Kindergarten.
According to the Culture and Social Department of Yen Mo commune, the relocation of redundant public administrative headquarters is carried out after reviewing the land and facilities needs of each school. This approach both effectively uses public assets after arrangement and creates more space to serve teaching and learning.
This conversion takes place in the context that some schools still lack classrooms, function rooms, multi-purpose buildings, playgrounds, training grounds or land funds that do not meet the requirements of teaching organization.
Mr. Nguyen Tien Dung - Director of Ninh Binh Department of Education and Training - said that by August 2026, the whole province had arranged 65 redundant houses and land with a total area of 247,145m2 for educational institutions.
These facilities are converted to expand campuses, arrange classrooms, functional rooms, multi-purpose buildings and supplement facilities for schools.
Bringing redundant administrative headquarters to serve schools both supplements facilities for the Ninh Binh provincial education sector and effectively uses public assets after arrangement, limiting the situation of abandonment and waste.
In the 2026 - 2027 school year, Ninh Binh province has 769 kindergartens, general schools and Vocational Education - Continuing Education Centers, with 28,661 groups, classes and 959,074 preschool children, general education students and continuing education students.
The whole province currently has 28,661 classrooms, of which 28,351 are solid, reaching a rate of 98.9% and 7,619 are subject classrooms and functional rooms.
Also according to Mr. Dung, it is expected that in the 2027 - 2028 school year, Ninh Binh province will increase about 10,000 - 12,000 more enrollment quotas for 10th grade high school compared to the 2026 - 2027 school year.
To proactively meet the increased scale, the Ninh Binh provincial education sector is reviewing the conditions to be prepared right from 2026. Regarding classrooms, it is expected to add about 200 classrooms. Among them, the number of rooms that can be arranged through arrangement, renovation or expansion of existing facilities is 95 rooms. The number of rooms to be newly built is 105 rooms.
Regarding land, headquarters and plans to expand high schools, Ninh Binh Department of Education and Training is reviewing them into 3 groups. Schools with remaining land funds can expand on existing campuses; schools can arrange branches at buildings, land, redundant public headquarters or suitable locations; areas that are no longer expandable and need new construction investment.
