Accordingly, the Provincial People's Committee has issued a plan to review, develop a plan and organize the handling of working headquarters and non-usable, inefficient, and misused non-business establishments of agencies, organizations, and units under the management of the Ninh Binh Provincial People's Committee after arranging administrative units.
In principle, the arrangement and handling of redundant headquarters must ensure unified, effective, and economical management of public assets; avoid waste and loss. Review, arrange, and handle must ensure facilities (headquarters) for the apparatus according to the new model and the operation of cadres, civil servants, public employees, and laborers; prioritize for medical, educational and training, cultural, sports, commune police headquarters and other public purposes. In case there is still surplus, there must be a plan to put it into operation and use to serve socio-economic development goals, ensuring strictness, economic efficiency, in accordance with legal regulations, and not allowing loss and waste.
In addition, maximize the effectiveness of public assets for houses and land facilities in communes and wards, prioritize transferring them to commune-level People's Committees for management and handling when localities have needs and use purposes. In case there is still surplus, transfer them to the Land Fund Development Center under the Department of Agriculture and Environment for management and handling, to develop a plan to put them into exploitation and use to serve socio-economic development goals, ensuring strictness, economic efficiency, in accordance with legal regulations, and not allowing losses and waste.
According to statistics, after arrangement, Ninh Binh province has a total of 730 surplus houses and land facilities. Of which, 86 facilities have been assigned, transferred, and converted to serve health, education, and community activities; 429 facilities have been transferred to departments, branches, and localities for management and handling; 1 facility has been transferred to Thanh Hoa Provincial People's Committee; 214 facilities have been transferred to the Provincial Land Fund Development Center for management and handling.
