Mr. Pham Van Trung's house is now much more spacious than in the early days of coming to Mang Pok Resettlement Area.
After many years of doing business and saving, his family's life gradually stabilized. However, the land where the whole family is living has not yet been granted a land use right certificate.
My house is stable but I don't have a red book, so I'm still worried. I want to borrow a large source of capital to invest in production, but I don't have collateral. Many land-related procedures are also entangled," Mr. Trung shared.

That is also the concern of the remaining 35 households in Mang Pok Resettlement Area. For more than 10 years, they have built houses, relieved to leave the landslide area, but land use rights have not yet been established with certificates.
According to people, not being granted a red book not only affects their legitimate rights but also makes it difficult for them to access credit capital to invest in production and economic development.
The delay in issuing land use right certificates affects many rights of people.
Mang Pok resettlement area was invested under an emergency order of the Provincial People's Committee in 2014 to relocate 36 households with about 130 people out of landslide-prone areas.
The project has a total capital of nearly 13.5 billion VND, built on an area of more than 36.2 thousand square meters with 36 residential land plots and infrastructure items such as community centers, kindergartens, electricity and water systems. Each household is supported with 20 million VND to relocate and build stilt houses.
According to Ba Xa Commune People's Committee, after the project was completed and put into use, Ba To District Construction Investment Project Management Board (former investor, now Ba To Regional Construction Investment Project Management Board) coordinated with Ba Xa Commune People's Committee and Ba To District (old) People's Committee to complete the dossier, requesting competent authorities to carry out procedures for changing land use purposes and allocating land to serve as a basis for issuing land use right certificates to households.
However, to date, the legal procedures of the project have not been completed. The land use purpose conversion and land allocation to the investor have not been carried out, so the locality does not have sufficient legal basis to issue land use right certificates to 36 households.
To remove difficulties, in the past time, relevant agencies and units have coordinated to review dossiers and propose to competent authorities to consider and handle obstacles in order to complete procedures according to regulations. However, up to now, the issuance of land use right certificates to households has not been implemented.

Mr. Huynh Viet Hung - Chairman of Ba Xa Commune People's Committee - informed that in the past time, the locality has repeatedly proposed to competent authorities to consider and remove the shortcomings in the legal procedures of the project; and at the same time continue to coordinate with specialized agencies to complete the dossier according to regulations.
The issuance of land use right certificates is a legitimate aspiration of the people. The locality hopes that levels and sectors will soon resolve the remaining procedures to complete the issuance of land use right certificates to households, helping people feel secure in living, stabilize their lives and have conditions for long-term economic development," Mr. Hung said.
