To complete land data, ward officials will directly go to people's houses to "scan" information on land use right certificates, citizen identification cards, and land purchase and sale documents.

According to a report by the Department of Agriculture and Environment, as of July 7, the whole city has completed cleaning 863,383 land plots, an increase of 73,591 plots compared to the working session on June 24.

Out of nearly 4.01 million land plots in the city, about 2.14 million land plots already have data that need to be further enriched and cleaned up to be completed before July 30.

There are about 1.2 million remaining land plots, including about 950,000 plots that have not been measured and 250,000 plots that have been measured but need to be adjusted and supplemented, which will be completed before August 30, 2026.

The Hanoi Department of Agriculture and Environment has coordinated with the City Police to organize 5 population data cleanup campaigns. To date, 2,112,464 land plots and apartments have been verified and identified as users, synchronized with the National Population Database, contributing to standardizing information to serve the construction of a unified land database throughout the city.

To serve the 45-day plan to complete the land database, Chuong My Ward People's Committee has established 7 working groups in charge of 21 residential groups to synchronously deploy tasks, determined to complete the land database in accordance with the city's direction.

The goal of the Campaign is to review and standardize all land information, ensure that land data meets the criteria of "right - sufficient - clean - living", create a foundation for building digital government, effectively serving state management and better meeting the needs of the people.

The completion of the land database brings many practical benefits such as protecting the legitimate rights and interests of land users; limiting disputes, overlaps, and information distortions. Shortening the time to resolve administrative procedures related to land such as transfer, inheritance, mortgage, and plot separation; helping people easily look up and track records on the electronic environment, saving time and travel costs. Improving the quality of public services, promoting administrative reform and digital transformation in the land sector.

To ensure that the Campaign achieves high results, Chuong My Ward People's Committee requests each household and individual to fully prepare documents related to the land plot being used, including:

For land plots that have been granted Certificates: Prepare Certificates of residential land use rights or Certificates of agricultural land use rights.

For land plots that have not been granted Certificates: Prepare purchase and sale documents, transfer of land use rights and other related documents (if any).

Prepare the Citizen Identity Card of land users to serve information comparison.

The Ward People's Committee affirmed that all information and documents provided by people will be absolutely confidential, and will only be used for state management work according to the provisions of law.

Talking to Lao Dong Newspaper, a representative of the Economic, Infrastructure and Urban Department of Long Bien ward said that based on the dossiers that have been collected, scanned and digitized in the past, cases with full data, information fields in the scanned dossier and spatial data (including information on the red book, citizen identification card and land plot location) are all matched, so they will not have to photocopy again.

For cases where information is still missing in the dossier, supplementation is necessary. For example, previously, 9-digit identity cards, now switched to 12-digit citizen identification cards, must update new information and confirm that the users of the 9-digit identity card and 12-digit citizen identification cards are the same person. This is also the reason why the Police force participates in coordination in the review process.

We are reviewing all the records that people have provided before. Records with full information fields will be used.

However, there are cases where people previously provided dossiers but have now transferred land use rights; there are cases where dossiers are still missing... Therefore, we must screen all these contents.

Currently, working groups must go to the field for each land plot to verify, compare and review all information according to the records provided by the people," said a representative of the Economic, Infrastructure and Urban Department of Long Bien ward.
