At the regular Government press conference on the afternoon of October 8, Deputy Minister of Agriculture and Environment Phung Duc Tien answered the press about the flood prevention program.
Deputy Minister Phung Duc Tien said that solutions and resources to solve the problem of flood prevention for agricultural production and support urban areas and residential areas have been identified in irrigation planning and natural disaster prevention, as well as in major projects in key irrigation areas.
These plans have been approved by the Prime Minister, which are a legal basis built on the basis of assessing the current situation.
According to the Deputy Minister of Agriculture and Environment, the fight against flooding in the inner areas of cities, urban areas and industrial parks is under the state management of the Ministry of Construction.
Every year, before the storm season, the Ministry sends documents to localities for preparation and after the storm, it also has documents directing environmental solutions and production recovery.
Solutions are built in accordance with the terrain, meteorological and hydrological conditions of each region.
For the mountainous areas of the North and North Central regions, where flooding is mainly due to water flowing through rivers from high mountains, the solution focuses on increasing the ability to drain floodwaters and building dykes to protect important areas.
In the Red River Delta, flooding is mainly caused by heavy rain, the main solution is to build and upgrade pumping stations, proactive drainage culverts and strengthen the dyke system.
For the Mekong Delta, flooding is mainly caused by floods from upstream, the solution is to control the overflow from Cambodia and complete the inland irrigation system.
The Ministry is also implementing major projects such as the project to prevent subsidence, landslides, flooding, drought, and saline intrusion in the Mekong Delta by 2035, with a vision to 2050 and the project to develop the entire Bac Hung Hai irrigation system to serve multiple goals, and protect the environment sustainably.
Resources to implement these projects are mobilized from four main sources: the state budget according to decentralization, international support, commercial loans, and resources from the community and society.
Responding to the question about the implementation of Conclusion No. 98 of the Politburo on overcoming the consequences of storm No. 12, Deputy Minister Phung Duc Tien said that since the beginning of the year, natural disasters have occurred in a sudden manner, with many unusual factors and exceeding historical levels, with 3 very strong storms making landfall in the Central region, causing extreme heavy rain and severe flooding.
The updated damage to date is 155 deaths and missing people, with an estimated economic loss of VND69,000 billion.
Implementing the direction of the Politburo, the Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with ministries, branches and localities to prepare to organize a national conference on disaster prevention and overcoming.
The conference aims to comprehensively evaluate, draw lessons and propose urgent, long-term solutions.
The conference's general report will evaluate the recent work with 9 groups of contents, including: prevention preparation; monitoring, supervision, forecasting, warning; communication and skills guidance; organizational structure, consulting and directing work; rescue and relief work; relief and recovery work after natural disasters.
