On April 8, information from the Quang Binh Provincial Inspectorate, the results of the inspection of the issuance of Land Use Rights Certificates (LURCs) at units under the Department of Natural Resources and Environment (now the Department of Agriculture and Environment) showed that many violations in handling administrative procedures have affected the rights of people.
In the period of 2020 - 2022, the Department of Natural Resources and Environment and the Land Registration Office (LDO) at the provincial and district levels have processed 20,000 records later than the prescribed time limit.
According to regulations, when handling the delayed procedures, the responsible agency must send an apology document and reschedule the time to return the results to the people. However, at the one-stop department of localities such as Minh Hoa, Tuyen Hoa, Le Thuy, Ba Don town... there are no written apology or deadline to return results to organizations and individuals in cases of overdue records.
The Provincial Inspectorate also pointed out a series of limitations in the consultation work of the Department of Natural Resources and Environment, such as the delay in advising on the issuance of regulations on minimum area for land division as required by the Provincial People's Committee since 2020, and the failure to promptly issue residential land limits in newly established towns such as Phong Nha (formerly Son Trach commune) and Hoan Lao (formerly Hoan Trach commune). This has caused difficulties for people in preparing documents and exercising land use rights.
In addition, the inspection agency also discovered that land valuation at key urban projects in Dong Hoi City did not comply with legal regulations. The Department of Natural Resources and Environment has been late in advising the Land Valuation Council for 7 plots of land in Bao Ninh 2 urban area and 66 plots of land in Bao Ninh 1 urban area.
From the above violations, the Provincial Inspectorate recommended that the Department of Natural Resources and Environment organize a review and draw lessons for relevant groups and individuals. At the same time, directing district-level land use right certificates to urgently overcome the shortcomings and speed up the progress of paying land use right certificates to people in projects with completed cadastral databases.
The Provincial Inspectorate also requested the Department of Natural Resources and Environment to coordinate with departments and localities to complete the "one-stop-shop" software in handling land procedures, smoothly connecting from the commune level to specialized agencies.
