In mid-March, playing the role of a citizen who came to do administrative procedures at the branch of the Quang Yen Town Public Administration Service Center, the reporter was guided by the center's security guard into the parking area with seats numbered in order.
It was only 5:30 a.m., but inside the bus stop there were already more than 20 people waiting, along with about 10 pairs of documents left by the residents on the chairs to reserve a seat. The number of people coming increased, the security guard had to write additional numbers arising under the brick for those coming later.
Mr. Vu Van Chu - the center's security guard - said: "From 2 to 3 weeks ago, the number of people coming to the center to do administrative procedures at counter No. 9 in land areas increased dramatically. At around 4am, people lined up at the gate. Usually, the gate is opened by 6am, but on rainy and windy days, the gate is opened early for people to enter, everyone enters and sells in order. On March 12 alone, 62 people arrived early to get the order at the bus company".
At 7:00 a.m., an officer of the public administrative center gave out the serial number ticket to everyone in the bus company. 7:15 a.m., the door of the public administrative center opened, everyone moved inside waiting for their turn. At this time, officials of the public administrative center had also arrived.
Ms. Nguyen Thi Hoa - Ha Khau ward, Ha Long city - said: "This is the second day I have completed procedures here. Yesterday, I saw too many people. When asked, I found out that here, people compete early to get a solution in the morning. Learning from experience, today I went from 4:30 am. When I arrived, it was still after 5am, and I asked the person sitting in the number 1 seat and found out that he had been waiting at the gate since 4am.
Reasons why people come early
According to information from the Branch of the Quang Yen Town Public Administration Service Center, from the beginning of 2025 to March 13, the branch received 3,562 land-related records. In March alone, there were 1,237 records. From January 1 to March 13, an average of 80 to 100 records per day, peak days of 120 records.
To ensure order, the agency has recorded the order of the seats. At this time, the cadres will issue ballots in order.
Having to leave after drawing the number at 8am, Ms. Tu Thu Nga, Area 8, Quang Yen Ward, Quang Yen Town, indignantly said: "I just let my 2 grandchildren finish school and went to the Public Administration Center to get the number, instructed by the staff, this number cannot be solved this afternoon. I asked if this number could be solved by tomorrow morning, the staff replied that tomorrow we must start from scratch. At around 4am and 5am, I still have to stay home to look after my grandchild, I don't know who to ask to come up at that time and wait for the next phieu".
Receiving and handling administrative procedures in the land sector at the center includes 2 departments: Department of Natural Resources and Environment and Land Registration Office. Based on the actual situation, the Administrative Center Branch has sent a document advising the People's Committee of Quang Yen town to increase additional staff in the land sector.
Mr. Do Hai Dang - Deputy Director of the Quang Yen Town Public Administration Service Center Branch - said: "Land-related procedures are mainly procedures for changing land use purposes, transferring inheritance, registering information changes, registering secured transactions. Currently, specialized departments have directed staff to work overtime and increase staff. For the department receiving documents of the Department of Natural Resources and Environment, there was 1 officer before, now there has been an increase of 1 officer, an increase of 4 more officers for land file appraisal".
According to information from the center, currently, what causes land procedures to be congested and not knowing how many order numbers are ending in the day is because many cases of receiving a trust at one time bring nearly 10 documents to resolve, leading to a lot of time to resolve, causing overload.
To solve the current overload situation, it is not only dependent on the efforts of the authorities in increasing human resources and improving working processes, but also requires proactiveness and cooperation from the people.
