More than 2,100 households in Ho Chi Minh City are about to receive compensation to give up land to build a highway

Ho Chi Minh City will start paying compensation to more than 2,100 households in November to reclaim land for the construction of the Ho Chi Minh City - Moc Bai Expressway.

On October 30, the Ho Chi Minh City Traffic Construction Investment Project Management Board (Traffic Board - investor) said that the Ho Chi Minh City - Moc Bai Expressway project has a total length of nearly 51 km, a total investment of nearly 20,000 billion VND, divided into 4 component projects.

The expressway section through Ho Chi Minh City is about 24.7 km long, passing through 5 communes including Phu Hoa Dong, Nhuan Duc, Thai My, Tan An Hoi and Cu Chi town.

Component project 3 (compensation, support, resettlement) will reclaim about 220 hectares of land, affecting more than 2,100 households with a total estimated compensation, support and resettlement cost of more than VND 4,333 billion.

Phu Hoa Dong commune has the most affected households with 1,138 households; Nhuan Duc 669 households; Thai My 256 households; Cu Chi town 77 households and Tan An Hoi 32 households.

The People's Committees of communes where the project passes through are completing procedures for approving compensation plans and implementing payment to households. The compensation payment is expected to start in November 2025, and the site will be handed over to the investor from the end of November 2025.

Recently, the Chairman of the Ho Chi Minh City People's Committee approved the proposal of the Department of Construction on a detailed plan for investment in technical infrastructure for the resettlement area serving the Ho Chi Minh City - Moc Bai Expressway project in Pham Van Coi commune.

Component project 1: Investment in the construction of Ho Chi Minh City - Moc Bai Expressway (phase 1) under the form of public-private partnership (BOT contract) with a total capital of more than VND 10,400 billion.

Up to now, the bidding work has been completed, with 3 investors submitting interested documents (including 2 foreign investors). The Traffic Department is assessing the capacity, experience, and finances of investors and plans to organize a selection bidding period from November 2025 to January 2026, striving to start construction in March 2026.

Component project 2: Construction of a residential access road and an overpass across the highway with a total investment of more than VND 2,421 billion from the Ho Chi Minh City budget. The technical design documents - estimates are being appraised and are expected to start construction in November 2025.

Component project 4: Compensation, support, and resettlement through Tay Ninh province, total capital of about 1,504 billion VND.

Tay Ninh province has approved the compensation plan and is paying to households. Up to now, the first phase of the site has been handed over to the investor, including 69/133 cases in Ben Cau commune and 498/964 cases in Go Dau ward, Phuoc Thanh commune. The remaining cases will be completed and handed over in 2025.

The Ho Chi Minh City - Moc Bai Expressway is expected to be completed and put into operation by the end of 2027.

When completed, the route will help reduce the load on National Highway 22, increase synchronous connectivity with Ho Chi Minh City's belt routes, creating conditions for safe and high-speed traffic on the Ho Chi Minh City - Tay Ninh transport corridor.

The project also has special significance in the formation of the industrial - urban chain Moc Bai - Ho Chi Minh City - Cai Mep - Thi Vai Port, associated with the Xuyen A Economic Corridor, contributing to promoting the socio-economic development of Ho Chi Minh City, Tay Ninh and the entire Southeast region.
