On August 13, Lao Dong's records on the land area of more than 5,600m2 on the Dong Da lake peninsula (O Cho Dua ward) showed that despite the announcement of the revocation from the People's Committee of Dong Da district (old) to renovate it into a flower garden and public playground, the restaurant and coffee shop system of Ha Thuy Development Investment Joint Stock Company (Ha Thuy Company) is still operating busily.
On the same morning, through observation, vehicles were still continuously entering and exiting the 2-storey house area and auxiliary works in this area. A part of the area is arranged as a playground, but most of it is still food and coffee services.
Mr. Nguyen Minh Duc, living on Mai Anh Tuan Street, shared: "People support the renovation of the peninsula into a park and playground for the community. Dong Da Lake is now much more beautiful after the renovation project, only the peninsula area has not changed".
Previously, public opinion has repeatedly spoken out about the fact that restaurants "growing" on land approved as entertainment areas and general services for public service. The project was initially considered a "victory", when instead of becoming a place for entertainment, most of the area was used for food and beverage services.
Dong Da Lake Peninsula was leased land by Hanoi People's Committee to Ha Thuy Company for 50 years, from March 8, 2010, to implement the entertainment area project. However, in 2015, Dong Da district authorities discovered that some areas here were being used for the wrong purpose. The city then suspended violating activities and requested remedies.
Regarding this land, after the authorities announced the reclamation of more than 5,600m2 of land in the peninsula to build a green park to serve the people, Ha Thuy Company has asked to keep about 568m2 including a 2-storey house and auxiliary items to continue business.
In response to this proposal, the Hanoi Department of Agriculture and Environment has issued a written response. Accordingly, on February 28, 2025, the Department instructed the People's Committee of Dong Da District (old) to implement the contents related to the project to synchronously renovate the technical infrastructure and urban landscape of Dong Da Lake. Dong Da District implements procedures for notifying land acquisition, compensation, support, resettlement, as well as project implementation according to regulations.
The Department of Agriculture and Environment stated that the authority to decide on land recovery belongs to the People's Committee of Dong Da District. The Government has also issued Decree 151/2025/ND-CP (June 12, 2025) on decentralization and delegation of land management, clearly defining the responsibilities of local authorities at two levels.
This agency recommends that Ha Thuy Company contact the People's Committee of O Cho Dua Ward for settlement according to regulations.
A representative of the People's Committee of O Cho Dua Ward affirmed that after receiving instructions from the Department of Agriculture and Environment, the locality will continue to clear the land and invest in renovating the peninsula according to the plan approved by the Hanoi People's Committee.
This project is expected to form a green park, public space serving the community, contributing to improving the landscape of Dong Da lake and meeting the entertainment needs of the people.
