Also attending the solemn session were Mr. Tran Thang - Deputy Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations; Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Vietnam Fatherland Front, Central organizations, Vice President of the Vietnam Fatherland Front, Central organizations, President of the Vietnam General Confederation of Labor.
Also attending were members of the Standing Committee of the Vietnam Fatherland Front Party Committee, Central organizations, Vice Presidents of the Central Committee of the Vietnam Fatherland Front: Ha Thi Nga, Luong Quoc Doan, Nguyen Thi Tuyen, Be Xuan Truong.

According to the political report submitted to the Congress, many of the targets for the 2020-2025 term have been met and exceeded the plan such as the rate of party members "Completing tasks well" or better, admitting new party members; leaders of the Trade Union, Veterans Association, and Youth Union of the agency completing tasks excellently.
During his term, the Party Committee organized 27 online conferences with the participation of 18,951 cadres and party members; disseminated 5 books on theory and practice. Organize annual thematic training with 100% of party members participating and commend 117 typical examples. The Party Committee has received 379 outstanding union members for training and introduction to the Party; admitted 310 new party members and transferred 134 reserve party members to the Party.
During his term, the Standing Committee of the Party Committee and the Inspection Committee of the Party Committee inspected 62 Party organizations and 469 Party members; supervised 46 Party organizations and 631 Party members. During the term, 2,394 documents were developed and issued.
Speaking at the congress, Mr. Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Vietnam Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front acknowledged, highly appreciated and commended the achievements of the Party Central Committee of the Ho Chi Minh Communist Youth Union and the youth of the whole country in the past term.
Mr. Do Van Chien emphasized that in the coming time, the Standing Committee of the Central Party Committee of the Ho Chi Minh Communist Youth Union needs to thoroughly grasp the direction of General Secretary To Lam at the working session to announce and present Decision No. 304 to the Central Committee of the Vietnam Fatherland Front, which is: New model, new thinking, new approaches, new results.
Mr. Do Van Chien suggested that the Party Executive Committee of the new term carefully study the draft documents of the 14th National Party Congress, thoroughly grasp the Conclusion 166 dated June 10, 2025 of the Politburo; the content of the article by General Secretary To Lam "Future for the generation to rise up" and the speech of General Secretary To Lam at the 9th National Congress of the Vietnam Youth Union on developing an action program for Vietnamese youth 2026-2030.

According to Mr. Do Van Chien, in addition to building a common program for young people, it is necessary to build separate programs for each type of young person: Civil servants, public employees; rural areas; schools; armed forces...
Mr. Do Van Chien also noted that it is necessary to face the urgent needs of young people to propagate, advise policies, gather, and encourage according to the motto of creating opportunities, cheering, motivating, motivating, accompanying, caring for, fostering, promoting strengths and arousing the desire to contribute of Vietnamese youth.
Mr. Do Van Chien emphasized that in the coming time, the Central Party Committee of the Ho Chi Minh Communist Youth Union must truly innovate the content and leadership methods of the Party Committee, comprehensively in terms of politics, ideology, organization, inspection, and mass mobilization; lead political tasks to operate in the direction of closely following the grassroots, grasping the aspirations and social moods of union members, youth, adolescents, children, accompanying them, arousing the aspiration to contribute of the youth class, overcoming difficulties and rising up.
In addition, the Party Committee needs to grasp the arising issues (if any) when organizing the apparatus according to a new model, operating smoothly and the apparatus is stronger, better, and closely linked to the people to achieve results...
Mr. Do Van Chien expressed that the Standing Committee of the Vietnam Fatherland Front Party Committee and Central organizations hope and believe that each Party member in the Central Party Committee of the Ho Chi Minh Communist Youth Union will always maintain the ideal fire, spread the spirit of dedication, constantly study, innovate leadership content and methods, overcome difficulties and challenges, complete assigned tasks well, contribute to building an increasingly strong Youth Union, leading the pioneering Vietnamese youth, and making strong strides in the era of national growth.
At the Congress, the Standing Committee of the Vietnam Fatherland Front Party Committee and Central organizations announced the decision to appoint the Central Party Executive Committee of the Youth Union for the 2025-2030 term, consisting of 25 comrades, the Standing Committee of 7 comrades, and the Party Inspection Committee of 5 comrades. Mr. Bui Quang Huy - Alternate member of the Party Central Committee, member of the Standing Committee of the Party Committee of the Vietnam Fatherland Front, Central Trade Unions, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, First Secretary of the Central Youth Union was appointed to hold the position of Secretary of the Party Committee of the Central Youth Union for the 2025-2030 term.
