On July 1, the Steering Committee for implementing the Plan to complete surveying, mapping cadastral maps, preparing cadastral records and completing the national land database of Hung Yen province met to listen to the Department of Agriculture and Environment report on the results of implementing Directive No. 05/CT-TTg of the Prime Minister and plans of the Ministry of Agriculture and Environment, the Ministry of Public Security and the Provincial People's Committee.
According to the Department of Agriculture and Environment, to date, the whole province has synchronized 2,853,599 land plots to the National Land Database. Of which, 792,042 land plots have been cleaned, ensuring the criteria "right - sufficient - clean - live", reaching 24.3% of the total number of land plots. The land database system has been connected to the Provincial Administrative Procedure Resolution Information System and the Electronic Tax System. From the beginning of 2026 to now, units have implemented 50,971 electronic cadastral information transfer slips.
Along with that, more than 1.23 million land users have been reviewed and verified information with the National Population Database; 43,672 land use right certificates have been added to the database.
Regarding the work of surveying, mapping cadastral maps and building land databases, the Department of Agriculture and Environment has reviewed and proposed to carry out surveying and mapping cadastral maps for 9,118.87 ha and registering land, building cadastral databases for 138,117 land plots. The Department has also completed the project investment policy proposal report to submit to competent authorities for consideration and approval.

However, the implementation still faces many difficulties due to the large workload, many areas after land consolidation and exchange must be re-measured. The matching and verification of land user information with the National Population Database also has many problems.
Concluding the meeting, Mr. Nguyen Hung Nam - Vice Chairman of the Provincial People's Committee, Head of the Steering Committee highly appreciated the proactiveness of departments, branches, and localities in the process of task implementation.
The Vice Chairman of the Provincial People's Committee emphasized that the completion of the land database is of great significance in modernizing land management, improving the efficiency of land resource use and administrative procedure reform.
Mr. Nguyen Hung Nam requested the Department of Agriculture and Environment to coordinate with the Department of Finance to urgently complete the dossier and submit it for investment policy approval in early July 2026; after being approved, the next steps must be immediately implemented, striving to complete the entire project before September 15, 2026.
At the same time, coordinate with the Provincial Police and People's Committees of communes and wards to accelerate the updating and matching of land data with the National Population Database, removing obstacles in land registration and adjusting cadastral records.
