Hung Yen accelerates infrastructure development of industrial clusters

Hung Yen - Chairman of Hung Yen Provincial People's Committee requests to accelerate planning, site clearance and infrastructure investment in industrial clusters.

On August 4, according to the Hung Yen Provincial Electronic Information Portal, Mr. Nguyen Manh Quyen - Chairman of the Provincial People's Committee - chaired a meeting to listen to the Department of Industry and Trade report on the development and investment in technical infrastructure of industrial clusters (CCN) in the area; results of planning implementation, establishment of CCNs, site clearance, infrastructure investment, investment attraction; and at the same time gave opinions on the draft Regulation on CCN management and the CCN development plan of Hung Yen province for the period 2026 - 2030.

According to the Department of Industry and Trade, the whole province currently plans 115 ICs with a total area of about 7,319.76ha. In the first 7 months of 2026, the province has established 4 more ICs, raising the total number to 86 ICs with an area of about 4,668.38ha; and at the same time adjusted the decision to establish 21 ICs, creating a basis for deploying infrastructure investment and attracting secondary investors.

To date, 80/86 ICs have been approved for detailed planning or zoning planning. 19 ICs have completed site clearance, 45 ICs are under implementation and 22 ICs are carrying out procedures to prepare for site clearance.

In the first 7 months of the year, the site clearance area reached 550.55ha, equal to 91.8% of the plan; the area of technical infrastructure construction reached 330ha, exceeding 10% of the plan, raising the total area of infrastructure invested to 1,573.81ha. Currently, there are 16 CCNs basically completing infrastructure investment, 48 CCNs are under construction and 22 CCNs are completing procedures to implement projects.

Regarding investment attraction, to date, 49 ICs have received 548 secondary investment projects, including 461 domestic projects and 87 FDI projects, with a total registered capital of 49,839.4 billion VND and 1,547.9 million USD.

At the meeting, delegates focused on analyzing the shortcomings and limitations; contributing opinions to the draft CCN Management Regulation and CCN Development Plan for the period 2026 - 2030; and at the same time proposing solutions to accelerate site clearance, complete technical infrastructure, improve investment attraction efficiency and review CCN development plans in accordance with provincial planning.

Concluding the meeting, Mr. Nguyen Manh Quyen requested the Department of Industry and Trade to take the lead in coordinating with departments, branches, and localities to continue reviewing the planning of ICs, and in necessary cases, promptly propose adding some new ICs; study the establishment of 1-2 ICs to receive projects with environmental pollution risks.

For operating ICs, the Chairman of the Provincial People's Committee requested to review and ensure the correct planning, licenses issued and meet the requirements for environmental treatment infrastructure, fire prevention and fighting. For ongoing ICs, localities need to accelerate site clearance, investors focus on completing technical infrastructure to be ready to attract secondary investors.

Mr. Nguyen Manh Quyen also requested the Department of Construction to accelerate the implementation of social housing projects and rental housing for workers; the Department of Home Affairs to implement solutions to attract, train and improve labor skills to meet the needs of industrial zones and clusters.

At the same time, assigning the Department of Industry and Trade to summarize the recommendations of businesses, propose handling directions; affirming that the province will continue to reform administrative procedures, create favorable conditions and maximize support for businesses investing in IC infrastructure as well as secondary investors.
