According to the People's Committee of Ha Tinh province, although the province has had many policies, orientations, and directions to promote the potential advantages of the tourism industry in the province, including land advantages to make tourism an important economic growth driver of the province.
However, in the past, due to legal problems and implementation methods, the promotion of land funds for tourism, especially land funds for short-term exploitation lease, has not been implemented.
According to the report of the Department of Agriculture and Environment, the whole province currently has about 576.7 hectares of land located in advantageous locations and areas with potential for short-term lease exploitation in the goal of tourism development.
Currently, there is a legal corridor to implement short-term land fund lease. To effectively manage and exploit short-term land funds to serve tourism development in the province, the Provincial People's Committee directs the Land Fund Development Organization and the People's Committee at the commune level to exercise the authority to lease short-term land according to current regulations.
The short-term lease of land funds is carried out through contracts; no land use rights are auctioned, no bidding to select investors to implement projects using land, no requirements for compliance with planning and land use plans such as land allocation and land lease to implement investment projects are met.
Assign the Department of Culture, Sports and Tourism to preside over and coordinate with relevant agencies and units to orient and guide the development of eco-tourism, rural resorts, community tourism, craft village tourism, indigenous culture and space for organizing cultural and sports activities.
Thereby, helping localities determine priority for land funds for tourism types, land funds for arranging stops, product introduction stores, space for organizing experiential tours and small cultural events for short-term lease for tourism.
