On August 19, information from the People's Committee of Khanh Hoa province said that the locality has just issued a Decision regulating the review, public announcement, listing of narrow, interspersed land plots and the allocation and lease of land for this type of land in the province.
According to regulations, periodically in the first quarter of each year, specialized agencies on agriculture and environment under the commune-level People's Committee shall preside over and coordinate with the Khanh Hoa Land Fund Development Center and regional land fund development branches to review small, narrow, interspersed land plots managed by the State.
Land plots that meet the criteria according to regulations will be listed for management and use according to the provisions of land law.
After completing the review, the list must be made public for people in the land area to participate in giving opinions. The commune-level People's Committee is responsible for posting it at the headquarters of the People's Committee, the common living area of the residential area where the land is located.
The commune-level People's Committee announces on the local broadcasting system and electronic information page. The public disclosure period is 15 working days from the date of posting and posting the notice.
During this time, adjacent land users can send written opinions on the status of disputes, complaints, and land violations; needs and use plans for land plots.
After the public disclosure period ends, within 7 working days, specialized agencies are responsible for making records, receiving and explaining opinions and reporting to the commune-level People's Committee on the land list.
Within a period of no more than 5 days from the date of receipt of the report, the commune-level People's Committee shall consider, appraise and approve the list of small, narrow, interspersed land plots managed by the State.
After the list is approved, the commune-level People's Committee will continue to publicize the list as well as the land management and use plan at the People's Committee headquarters, on radio, electronic information pages and common living locations of residential areas.
The commune-level People's Committee is responsible for notifying organizations, individuals, and residential communities to register for the need to use land plots in the approved list.
Land allocation and land lease are carried out in accordance with the provisions of land law and Decree No. 102/2024/ND-CP, ensuring publicity, transparency, and democracy.
The commune-level People's Committee must also promptly review and update these land plots into the general plan or zoning plan according to the provisions of law on urban and rural planning, as a basis for land allocation and land lease.
The new decision takes effect from August 14, 2026, and at the same time abolishes Decision No. 30/2024/QD-UBND of Khanh Hoa Provincial People's Committee before the merger and Decision No. 02/2025/QD-UBND of Ninh Thuan Provincial People's Committee before the merger.
For valid dossiers on land allocation and land lease for small, narrow, interspersed land plots that have been received before the new decision takes effect but have not yet had settlement results, competent authorities continue to resolve according to new regulations.
