In January 2026, Khanh Hoa Provincial People's Committee issued a document requesting agencies, units, and localities to organize the implementation of tasks related to subjects renting official residences, in order to ensure living conditions and stable accommodation for cadres, civil servants, and public employees after arranging administrative units in the province.
Khanh Hoa Provincial People's Committee assigned localities to review and determine the number of cadres, civil servants, and public employees who are eligible to rent official residences in the locality.
At the same time, balance the existing public housing fund and surplus housing fund to develop appropriate arrangement plans, ensuring compliance with standards for area and interior equipment.
In case the demand for renting public housing exceeds the ability to meet the existing housing fund, localities are required to propose new construction investment plans; or renovate, repair, and convert the function of the surplus housing fund to public housing, in accordance with legal regulations on housing and actual conditions.
In December 2025, the Prime Minister issued a decision stipulating the subjects allowed to rent official residences.
Accordingly, cadres, civil servants, and public employees who are subject to moving workplaces to new political - administrative centers in localities implementing the arrangement of provincial-level administrative units are considered for public housing arrangement.
Notably, these cases must not have houses owned by them; or have houses but the distance from the place of residence to the workplace is too far, causing difficulties for travel.
Regarding the standards for official residence, the Decision stipulates that Heads of departments and Deputy Heads of departments and equivalents, along with cadres, civil servants, and public employees in localities subject to the arrangement of provincial-level administrative units, are arranged to rent one of two types of housing.
Accordingly, apartments can be arranged with a usable area from 45m2 to less than 60m2, designed with a closed living space, including a living room, bedroom, dining room, kitchen, toilet and balcony or pavilion. In addition, 1-story adjacent houses can be arranged, each unit with a usable area from 48m2 to less than 60m2, with closed auxiliary works.
Reasonable and urgent policy
Sharing with reporters, an official who used to work in the old Ninh Thuan province, and is now being transferred to a new administrative center in Nha Trang (Khanh Hoa), said that changing workplaces puts no small amount of pressure on personal and family life.
“Previously, I worked near home, now I have to travel a fairly long distance every day, rent and living expenses have increased significantly. Not only economic pressure but also psychological pressure when having to rearrange all family activities,” the official said.
According to this person, the policy of arranging public housing for officials, civil servants, and public employees going to work far away is reasonable and very necessary in the current context of administrative unit arrangement.
If suitable public housing is arranged, we will reduce the burden of costs, stabilize housing, thereby being assured of our work and focusing on completing assigned tasks," this official expressed.
