Khanh Hoa announces handbook to guide people to access social housing

On March 12, the Office of Khanh Hoa Provincial People's Committee said that the locality has just announced a Handbook guiding people to access social housing in Khanh Hoa province to help people easily learn and carry out procedures related to buying, renting-purchasing or renting social housing.

According to the assessment of Khanh Hoa province, in the past time, the demand for social housing in the area has been increasing, especially for low-income people, workers in industrial parks, officials, civil servants, public employees, armed forces and policy beneficiaries.

However, reality shows that many people still have difficulty accessing information about social housing policies.

The issuance of the handbook aims to provide complete, accurate and easy-to-understand information, while enhancing publicity and transparency in the process of reviewing dossiers related to social housing.

The document is built in the direction of systematizing current legal regulations on social housing; clarifying the subjects, conditions, dossiers and procedures for registering to buy, rent, lease-purchase social housing as well as the rights and obligations of people.

In addition, the handbook also guides how to look up project information, contact functional agencies and answer some common problems in the implementation process.

According to the guidance content, the beneficiaries of social housing support policies include many different groups.

Including people with meritorious services to the revolution and relatives of martyrs who are eligible for housing improvement support according to regulations; poor and near-poor households in rural and urban areas; households in areas frequently affected by natural disasters and climate change.

In addition, low-income people in urban areas; workers and laborers working at enterprises and cooperatives inside and outside industrial parks; officers, professional soldiers, non-commissioned officers of the armed forces; civil servants, public employees and people working in cipher work receiving salaries from the state budget also belong to the group of subjects considered for support.

Some other cases also benefit from policies such as people who have returned public housing according to the provisions of the 2023 Housing Law; households and individuals whose land is recovered and have to clear houses but have not been compensated with houses or residential land.

Notably, students studying at universities, colleges, vocational training institutions or specialized schools; students of public ethnic minority boarding schools also belong to the group who are allowed to rent social housing during their studies.
