According to the plan, the total public investment capital in 2026 of Cao Bang province is more than 5,715 billion VND.
However, the disbursement rate of public investment capital in the first 2 months of 2026 of Cao Bang province only reached about 1% of the plan, ranking among the lowest in the country. With this result, Cao Bang currently ranks 33/34 provinces and cities in terms of disbursement rate.
The main reason identified is that the capital allocation progress is still slow. To date, the province has only allocated about 22.9% of the capital plan in detail.
Faced with this situation, recently, the Chairman of the Provincial People's Committee issued a directive requesting departments, branches, and localities to implement drastic solutions to accelerate disbursement progress, considering this as a key political task in 2026.
The remaining capital of more than 4,406 billion VND, accounting for 77.1%, mainly belongs to the central budget capital for the Bac Kan - Cao Bang expressway project, which is currently not eligible for allocation.

In addition, many projects are still in the investment preparation phase, completing procedures, leading to a small implementation volume, directly affecting disbursement progress.
To ensure progress, the Chairman of Cao Bang province set out specific disbursement milestones in 2026.
Accordingly, by the end of the second quarter, at least 40% of the assigned capital plan must be disbursed; by the end of the third quarter, at least 70% must be achieved. By December 31, 2026, units must disburse 100% of capital extended from 2025 and at least 95% of the 2026 capital plan.
The province also sets a target to complete the disbursement of the entire capital plan by January 31, 2027.
Units that do not meet the progress according to the above time milestones will have to review and clarify the responsibilities of collectives and individuals, especially the responsibilities of heads, and report to the Provincial People's Committee for consideration and handling.
For key projects such as the Dong Dang - Tra Linh expressway, Bac Kan - Cao Bang expressway and ethnic minority boarding school projects in border areas, the province requires detailed plans and weekly progress reports to promptly remove difficulties and obstacles.
