Procedures for voting in the election of National Assembly and People's Council deputies at all levels

On Sunday (March 15), voters nationwide will participate in the election of National Assembly deputies (NA deputies) of the 16th term and People's Council deputies (HĐND) at all levels for the term 2026 - 2031.

This is an opportunity for voters across the country to directly select worthy delegates to the 16th National Assembly and People's Councils at all levels for the 2026 - 2031 term.

From the central to local levels, the entire political system is highly focused on ensuring that the election takes place democratically, in accordance with the law, safely, economically and truly becomes a festival for the whole people.

According to the National Election Council, for the election to take place democratically and in accordance with the law, each voter needs to clearly understand the voting process as follows:

Step 1: Voters bring their Voter Cards to the voting location written on the card during the period from 07:00 to 19:00 on Sunday, March 15, 2026 to participate in the election.

Depending on the local situation, the Election Team may decide to start voting earlier but not before 05:00 or end later but not later than 9:00 on the same day. Here, voters will be guided on the steps to exercise their voting rights.

Step 2: Voters present their voter cards/CCCD at the instruction desk, receive ballots from the Election Team including: (1) National Assembly Deputy election ballots; (2) Provincial-level People's Council Deputy election ballots; (3) Commune-level People's Council Deputy election ballots. Voters need to check the number of ballots before entering the polling room.

Step 3: Voters come to the listing table to see the list and biography of candidates before proceeding with voting.

Step 4: Write the ballot correctly according to the instructions on the ballot. When not trusting any candidate, voters cross the line between both the name and full name of that person. Voters need to pay attention to some regulations:

(1) When voters write ballots, no one is allowed to see them, including members of the Election Team.

(2) Do not circle, cross, underline, or overline the name of the candidate.

(3) Special characters must not be marked on the ballot.

(4) It is not allowed to write or write the names of people outside the list of candidates in the ballot.

(5) Do not elect more than the number of delegates specified in the ballot, or cast a blank ballot.

(6) If written incorrectly, voters have the right to change to another vote.

Step 5: After completing the recording of votes, voters must personally vote into the ballot box in the presence of the Election Team.

Step 6: Voters move to the Election Team's table to stamp "Voted" on the front, top, left corner of the Voter Card. At this time, voters have completed their voting.

Each voter has the right to cast 01 ballot to elect National Assembly deputies and cast 01 ballot to elect People's Council deputies corresponding to each level of People's Council in which they are allowed to participate in elections. Voters must vote on their own, and are not allowed to ask others to vote on their behalf. In special cases (old and weak voters, people with disabilities...) who cannot write their own ballots or vote, they can ask others for support but must ensure the principle of secrecy and voluntariness.
