In October 2025, Provincial Party Secretary Nghiem Xuan Thanh signed and issued the Action Program of the Provincial Party Committee to implement the Resolution of the 1st Provincial Party Congress, term 2025 - 2030.
This is a step to concretize strategic goals, aiming to soon turn Khanh Hoa into a centrally-governed city by 2030.
Improving competitiveness and international integration
Accordingly, the action program clearly defines development goals, orientations, key tasks and strategic breakthroughs in the period of 2025 - 2030.
At the same time, it is linked to specific projects and plans, with assigned responsibilities, resources and implementation progress.
Key areas include industry - energy, infrastructure - urban, tourism - services and digital transformation, creating a foundation for marine economic development, improving competitiveness and international integration of the province.
In the field of industry - energy, Khanh Hoa will implement the Project to develop the industry to become a pillar, a driving force for economic growth, striving to have at least 3,500 hectares of industrial park land by 2030.
Along with that is the Green Industrial Center Project - Net Zero, Inter-regional Center for Industry and renewable Energy Services and the Energy Industry Development Project to make Khanh Hoa a national and regional energy center.
In the field of urban and infrastructure, the province is oriented to develop smart cities, expand Nha Trang - Cam Lam administrative space, and implement the Urban and Housing Development Program for the period 2026 - 2030.
A series of large-scale projects will be implemented such as: Cam Ranh Bay Urban Area (1,54 ha), Cam Lam New Urban Area (10.365 ha), Nha Trang City Mixed-use Urban Area (227 ha), Tu Bong High-end New Urban Area (2,579 ha), Dam Mon High-end Multi-purpose Urban Area (1,540 ha).
Towards a modern, green coastal city
Regarding transport infrastructure, the province focuses on investing in many important projects such as the tunnel through Cu Hin mountain, the Cam Ranh - Nam Khanh Hoa coastal road, the heritage route from Ponagar Tower to Am Chua, the Khanh Hoa - Buon Ma Thuot, Nha Trang - Da Lat expressways.
Along with upgrading Cam Ranh International Airport, Van Phong Airport, Thanh Son and developing Van Phong International Transit Port.
For tourism - services, Khanh Hoa aims to develop tourism to become a spearhead economic sector in the period of 2025 - 2030, with a vision to 2045.
Regarding marine economy, Khanh Hoa continues to implement the Resolution on developing Van Phong Economic Zone for the period 2026 - 2030, developing Ca Na, Ninh Chu, and Van Phong port areas towards forming a national general port and an international transit port.
In parallel with infrastructure development, the province especially emphasizes digital transformation, science - technology and innovation. In the period of 2025 - 2035, Khanh Hoa will implement projects to develop the digital technology industry, semiconductor industry, artificial intelligence (AI), data center, telecommunications infrastructure (5G, 6G), cloud computing and IoT connection.
In addition, the program also sets out many tasks in education, healthcare, culture, sports and social security, such as building a branch of Ho Chi Minh City University of Economics in Khanh Hoa, upgrading the Provincial General Hospital into an end-line hospital in the South Central Coast region, and investing in the Provincial Sports - Physical Training Complex.
With a series of projects, programs and key projects clearly assigned responsibilities, resources and progress, Khanh Hoa is moving towards a modern, green and internationally integrated coastal city.
