On October 14, the Government Office announced that Deputy Prime Minister Bui Thanh Son had just signed Official Dispatch No. 197/CD-TTg of the Prime Minister on speeding up the progress of 4 expressway projects: Tuyen Quang - Ha Giang section through Ha Giang province (now Tuyen Quang), Tuyen Quang - Ha Giang section through Tuyen Quang province, Dong Dang - Tra Linh, Huu Nghi - Chi Lang.
Regarding site clearance, the Prime Minister requested:
Tuyen Quang province: complete the remaining excess land, relocate technical infrastructure, resettle, ... and urgently deploy site clearance for the 8.1 km section to supplement and ensure completion before October 15, 2025.
Lang Son province: Dong Dang - Tra Linh project completes the relocation of the remaining 6 households; Huu Nghi - Chi Lang project completes all existing problems of site clearance, relocation of technical infrastructure, handover of landfill, ... before October 15, 2025.
Provincial Party Secretaries and Chairmen of Provincial People's Committees are fully responsible in case the site clearance work is not completed on schedule.
Regarding construction work, investors/Project Management Board, consultants, and contractors, in the spirit of determination and the highest efforts, continue to increase human resources, construction machinery and equipment; arrange adequate financial resources, continuously take advantage of favorable weather conditions at all times to carry out continuous, unceasing construction.
Strive to produce about 18%/month per month of the Tuyen Quang - Ha Giang expressway project, the section passing through the old Tuyen Quang province, the section passing through Ha Giang province (now Tuyen Quang province) about 10%/month, strive to complete the roadbed before October 20, 2025, complete the opening of the route on the bridges in October 2025, complete the foundation and road surface before October 15, 2025.
For the Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects, strive to achieve output of 11%/month, complete the roadbed in October 2025, complete the bridges and tunnels in November 2025, complete the road foundation and open the route before December 19, 2025.
The investor/Project Management Board regularly monitors and supervises the construction status of contractors at the construction site.
Immediately carry out procedures to sanction violations of progress, transfer volume or add subcontractors or replace contractors who do not meet the required progress according to regulations.
The People's Committees of the provinces focus on the management of construction quality, "not for progress but for quality", especially paying attention to the quality of construction of complex works such as large bridges, tunnels, deep digging and embankment locations... to ensure stable and long-term exploitation quality.
Regarding the adjustment of phase 1 projects and the implementation of phase 2 projects:
Tuyen Quang - Ha Giang project: Tuyen Quang Provincial People's Committee directs units to urgently complete the procedures for adjusting the design of phase 1 to implement the construction of adjusted and supplemented construction items outside the site; for the 64.5 km section through Tuyen Quang (old) being invested with a scale of 2 lanes, Tuyen Quang Provincial People's Committee continues to coordinate with the Ministry of Finance to supplement capital for the project, as a basis for implementation.
Huu Nghi - Chi Lang Project: Lang Son Provincial People's Committee urgently completes procedures for approving project 1 adjustments to implement the next steps.
