In June 2026, through the petition and feedback system of Khanh Hoa province, Mr. P.T. S (born 1999, residing in Nha Trang ward) reflected that he is in need of buying VCN Vinh Hai social housing in Bac Nha Trang ward.
According to Mr. P.T. S, he learned that the person whose name is on the certificate of land use rights and ownership of assets attached to land will not be eligible to buy social housing.
However, he believes that the provisions of Decree No. 54/2026/ND-CP dated February 9, 2026 of the Government stipulate the determination of cases where there is no housing owned by them if that person and their spouse (if any) do not have names or information about housing on the certificate of land use rights, ownership of assets attached to land in the locality where there is a social housing project.
Answering this content, the Department of Construction of Khanh Hoa province said that Mr. P.T. S's case is applied according to Article 32 of Decree No. 54/2026/ND-CP dated February 9, 2026 of the Government.
Accordingly, even if they are named on the certificate of land use rights and ownership of assets attached to land, if there is no housing information on the certificate, it is still determined that there is no housing according to current regulations.
Thus, having a name on the land use right certificate does not mean losing the right to register to buy social housing if there is no housing information on the certificate.
