Abandoning construction permits has been strongly supported by people and businesses and is expected to reduce and prevent petty and negative corruption when handling administrative procedures.
However, the removal of construction permits also raises problems with urban management. Because if not managed well, the urban face will be crushed when someone strong does it.
Discussing this content with reporters, Lawyer Luong Van Chuong - Ho Chi Minh City Bar Association said that removing the construction permit does not mean loosening management, but this needs to be done more closely and seriously with clear tools.

Lawyer Luong Van Chuong commented: "It is clear that when there are tools for urban management, state management agencies must implement them seriously, it is not necessary to carry out cumbersome administrative procedures and grant administrative licenses. In addition to legality, there is also a change in management thinking".
Emphasizing the post-inspection factor, lawyer Chuong said that the management agency must do a good job of inspection and supervision of construction activities when revoking the license to promptly prevent violations as soon as they are first formed.
"People also need to participate in this process as independent " oppositors", together with the management agency to strictly maintain urban order," lawyer Chuong shared.
On February 2, the Ministry of Construction issued Document 4377/BXD-VP implementing Official Dispatch No. 78 of the Prime Minister on focusing on cutting and simplifying administrative procedures (AP) in the construction sector.
Accordingly, the Ministry of Construction requires the heads of agencies and units to directly direct the process of reviewing, cutting and simplifying administrative procedures in the field they are in charge. Ensuring at least 30% reduction of administrative procedures, 30% of the cost of compliance with administrative procedures, 30% of business conditions in 2025.
Notably, the Ministry of Construction requires reviewing and reducing construction licensing procedures for works in construction investment projects with detailed plans at a scale of 1/500 or works in areas with approved urban design.
