Nearly 10-year-old residential area unfinished, people anxiously waiting to receive land

Thai Nguyen - Quang Trung - Quang Vinh Residential Area Project has been unfinished for nearly 10 years, leading to dozens of households waiting anxiously to receive land and stabilize their lives.

Many people have deposited over 95% of the land plot value

Reflecting to Lao Dong Newspaper, dozens of people who signed deposit contracts and received land transfer at the Quang Trung - Quang Vinh Residential Area Project, Phan Dinh Phung ward, Thai Nguyen province are upset when after many years, the land has not been handed over as committed.

The project has been implemented since 2017 by Anh Thang Mineral and Real Estate Co., Ltd. as the investor (Anh Thang Company).

Many people have deposit contracts of over 95% of the land plot value, even land use right transfer contracts. However, to date, the project is still unfinished, and the investor has not handed over the site and land use right certificate.

People are upset when the project is still unfinished after many years of implementation.

PV's records as of August 2026, inside the Quang Trung - Quang Vinh Residential Area Project, covering a campus of thousands of square meters, weeds grow lushly, and many infrastructure items are unfinished.

Mr. Cao Duc Long (group 86, Phan Dinh Phung ward) said that in April 2020, he received the transfer of 1 land plot from Anh Thang Company at the Quang Trung - Quang Vinh Residential Area Project.

Since then, my family has not been handed over the site and land use right certificate. After 6 years, life has not been stable. The project is still messy, and there are no signs of continued implementation," Mr. Long said.

Ms. Hoang Thi Chieu (Dai Tu commune, Thai Nguyen) said that she herself and many others have borrowed money to contribute capital to buy land at Anh Thang Company's Project.

At the time of 2021, the two sides had a land transfer contract at the project. However, up to now, people have not been handed over the land and received land use right certificates," Ms. Chieu said.

Project stalled for a long time

Quang Trung - Quang Vinh residential area was approved by the Thai Nguyen Provincial People's Committee in August 2017. The project is implemented on an area of nearly 7ha, with an initial total investment of more than 92 billion VND, and the completion time is in 2018.

Although it could not be completed, in October 2019, Anh Thang Company signed the transfer of all products, which are 234 land plots belonging to the project, to Thien Loc Investment - Construction Joint Stock Company (Thien Loc Company).

According to the agreement between the two parties, Thien Loc Company is responsible for continuing to carry out the construction and infrastructure of the project. Legally, Anh Thang Company is still the investor of the project.

In December 2019, Thai Nguyen Provincial People's Committee issued Decision No. 4263 approving the adjustment of the project implementation time, to be completed in the fourth quarter of 2021.

After receiving it, Thien Loc Company continued to sign deposit contracts with dozens of households. Many people have paid over 95% of the value of the land plots, but have not yet received land and land use right certificates.

Mr. Nguyen Van Manh (Dai Tu, Thai Nguyen) said that at the beginning of 2022, he made a deposit to buy a land plot belonging to the Thien Loc Company project.

Initially, they promised to have a red book by the end of 2022. It has been 4 years since then but they have not received it, and they also do not know where their land is located.

Two years ago, Thien Loc Company again promised to hand over the site by the end of 2024 to build houses. Everyone promised and then left it there, but until now the project is still very messy," Mr. Manh complained.

Providing written information to Lao Dong Newspaper reporters, Phan Dinh Phung Ward People's Committee confirmed that the locality was assigned by Thai Nguyen Provincial People's Committee to coordinate with the Department of Construction, Department of Finance, and Department of Agriculture and Environment to resolve people's petitions (51 households), in which the agency in charge of responding to petitions is the Thai Nguyen Department of Construction.

Up to now, the project implementation time has expired," Phan Dinh Phung Ward People's Committee informed.
