According to the Regulations issued with Decision No. 4556/QD-UBND dated August 6, 2026 of Xuan Mai Commune People's Committee, the lottery is to determine the resettlement land location for cases eligible for compensation, arrangement or consideration of resettlement land allocation under component project 1. 2 on compensation, support and resettlement to serve site clearance for the National Highway 6 expansion project, Ba La - Xuan Mai section in the commune.
The regulations define the principle that the organization of the draw must ensure publicity, fairness, democracy and in accordance with the law, and at the same time prioritize households and individuals who are policy families.
The resettlement location is the Dong Cham, Dong Vai resettlement area, Xuan Mai commune. The resettlement residential land area is implemented according to city regulations, in which the allocated area in Xuan Mai commune is at least 50m2 and at most 90m2.
According to the plan, the resettlement land area has a total area of 16,902.59m2. Phase 1 has 148 cases drawn lots, with a total expected allocated area of 10,485.5m2. The remaining area after phase 1 will continue to be considered and allocated to eligible cases according to the conclusions and decisions of competent authorities.
In case the lottery process incurs a shortage of area, the lottery will be continued for adjacent land plots in the Dong Cham and Dong Vai resettlement areas.
A noteworthy content of the Regulation is that the determination of resettlement land location is carried out in order of land plots that have been determined on the resettlement area map. People who are drawn lots are only allowed to receive land according to the correct route and location shown on the map, except for special cases specified. For cases where the area of the last land plot of a plot is not sufficient for the minimum area to be allocated, or is not suitable for the allocated area, the Regulation also stipulates a handling plan to ensure the rights of people who are arranged for resettlement.
The draw is organized directly, by secret ballots and publicly, including 2 steps.
In step 1, the Organizing Committee calls out the names of cases in alphabetical spelling to draw sequence numbers. This sequence number is the basis for determining the sequence of cases invited to perform step 2.
In step 2, the cases in order of the drawn numbers will be drawn for the corresponding resettlement land location on the map and in the field.
According to the Regulations, each case is only allowed to draw once in each step and each time only one ballot is drawn. After the draw, participants do not have the right to refuse or change the ballot and drawn results. The ballot is issued by the Hanoi Traffic Construction Investment Project Management Board, has a hanging seal and is used according to the prescribed form. The ballot box is prepared to ensure certainty, can be observed inside and is publicly and certified before putting the ballot into the draw.
To participate in the draw, people named in the compensation, support and resettlement plan who are eligible must bring a citizen identification card or original ID card. In case of substitute draw, there must be a power of attorney as prescribed and personal papers of the authorized person. Participants must fully record the information, sign the confirmation on the form and minutes of the draw results.
In case they have been invited but intentionally do not participate in the draw, the Organizing Committee will coordinate with the Vietnam Fatherland Front Committee of the commune to make a record and appoint a person to draw instead; in case of absence or failure to draw, the results must be accepted by the person appointed to draw instead.
The National Highway 6 expansion project, Ba La - Xuan Mai section, has a total length of 21.7km, passing through many communes and wards in Hanoi.
The project started construction at the end of 2022, with a total investment of 9,590 billion VND.
