Hanoi - With about 6,000 residents, Nghia Tan apartment complex (Cau Giay district) has recently been expanded into a "tiger cage" and is seriously degraded.

According to Lao Dong reporters, at the end of September 2023, the Hanoi People's Committee decided to establish a detailed 1/500 plan to rebuild 23 old apartment buildings with about 6,000 residents in Nghia Tan collective housing area.

Notably, with an estimated planning budget of more than 1.2 billion VND, Nghia Tan apartment complex will be the first old apartment complex to have a master plan developed by the city in the near future, because previously, the renovation of old apartments was only carried out for each building.

Mr. Nguyen Van An (living on To Hieu Street, Cau Giay District) shared that Nghia Tan apartment complex consists of 23 apartment buildings, 3 to 5 floors high, with an average apartment area of ​​18 - 20 square meters, built and put into use since 1987.

After nearly 40 years of use, the current state of this apartment complex has seriously degraded. To increase the usable area, many households here have tried every means to expand "tiger cages", "bird cages", causing fire safety risks...

Living here for more than 30 years, Ms. Le Thi Nguyet (65 years old) has witnessed the deterioration of the houses over time, so many households like her are very impatient and hope that the house will be quickly renovated.

Expressing agreement with the policy of Hanoi People's Committee, Ms. Nguyet and many households hope that the authorities will study and calculate the compensation coefficient (coefficient K) appropriately, avoiding disadvantages and reactions from the people.

Notably, many apartment buildings here are only about 18-20 square meters, so it will be very difficult for people to buy a resettlement spot on the spot.

Regarding this issue, the Hanoi Department of Planning and Architecture previously said that the unit had approved the detailed planning estimate for the renovation and reconstruction of Nghia Tan apartment complex.

In addition, in this phase 1 there are also apartment buildings: Giang Vo, Thanh Cong, Ngoc Khanh (Ba Dinh district), Trung Tu, Kim Lien, Khuong Thuong (Dong Da district), Thanh Xuan Bac, Thanh Xuan Nam (Thanh Xuan district)...

Architect Dao Ngoc Nghiem - Vice President of the Vietnam Urban Planning and Development Association - commented that the biggest problem when renovating old apartment buildings and collective houses is the lack of legal basis, the current planning consulting force is still thin, and some consulting units have limited qualifications so they cannot meet the requirements.

In addition, the procedure for adjusting the planning of old apartment buildings requires consulting with local residents. However, local residents often lack consensus because the compensation price framework and resettlement policy are still unclear.

According to experts, since 1999, Hanoi has set out the task of renovating old apartment buildings, with the goal of gradually eliminating old apartment buildings. In 2021, the Hanoi People's Committee issued an implementation project with a specific roadmap from 2021.

However, according to a report by the Hanoi Department of Construction, the renovation and reconstruction of old apartment buildings by the end of 2023 only reached 1.14% of the plan with 19 areas being renovated and rebuilt.
