After the request of the Ministry of Home Affairs, Lam Dong province and Ho Chi Minh City have urgently reviewed dossiers and inspected the settlement of policies for retirees according to Decree 178/2024.

The Ministry of Home Affairs has just issued a document requesting ministries, agencies, and localities to conduct a comprehensive review and be responsible for the results of policy settlement for cases that have been decided to be dismissed according to Decree 178/2024/ND-CP of the Government (amended and supplemented in Decree 67/2025/ND-CP).

The request was made after Report 1212 dated July 31 of the State Audit Office sent to the Prime Minister on the audit results of the implementation of policies and regimes for cadres, civil servants, public employees, and laborers in the process of arranging the organizational structure of the political system according to Decree 178 and Decree 67.

Reports from Ministries, agencies, and localities should be sent to the Ministry of Home Affairs before September 15, 2026 for the Ministry of Home Affairs to summarize and report to the Prime Minister for consideration and decision.

Implementing the above requirements, some localities have begun to review dossiers and inspect the policy settlement for cases of resignation according to Decree 178.

In Ho Chi Minh City, the Department of Home Affairs sent an official letter to the People's Committees of 23 wards and communes, requesting to provide copies of dossiers for resolving policies and regimes for cadres, civil servants, public employees, and workers in the process of arranging the organizational structure according to Decree 178.

The localities required to provide dossiers include: Saigon, Xuan Hoa, Xom Chieu, An Dong, Binh Tien, Tan My, Chanh Hung, Dien Hong, Binh Thoi, Thoi An, An Lac, Binh Thanh, Go Vap, Phu Nhuan, Tan Binh, Tan Phu, Tang Nhon Phu, Linh Xuan wards; Tan An Hoi, Nha Be, Can Gio, Hoc Mon and Tan Nhut communes.

Due to the urgent requirement according to the direction of the Prime Minister, the Ministry of Home Affairs and the Ho Chi Minh City People's Committee, the Department of Home Affairs requests localities to urgently implement and send dossiers to the Department of Home Affairs through the Department of Civil Servants and Public Employees before September 8, 2026.

In Lam Dong, the Provincial People's Committee also issued a document directing the implementation of audit recommendations in policy implementation according to Decree 178/2024, amended and supplemented in Decree 67.

The Provincial People's Committee requests departments, agencies, localities, and units to urgently inspect, review, and fully implement the recommendations of the State Audit Office.

For agencies and units after mergers and consolidations assigned to receive functions and tasks of dissolved units, they must continue to monitor and implement audit recommendations for units before mergers and consolidations.

In particular, heads of agencies and units must clearly define personal responsibilities related to shortcomings and limitations in policy implementation according to Decree 178.

The Department of Home Affairs is assigned to monitor, guide, urge and summarize the results, and report to the Provincial People's Committee and the Ministry of Home Affairs before September 10, 2026.
