On June 16, information from the Office of Thanh Hoa Provincial People's Committee said that this agency has just issued a document requesting departments, branches, People's Committees of communes and wards, and units assigned to monitor projects and investors to urgently rectify, strengthen management, strictly implement contracts, approve investment policies and approve investors for projects using land.
Accordingly, the Chairman of Thanh Hoa Provincial People's Committee requested the People's Committees of communes and wards including: Hac Thanh, Nguyet Vien, Dong Tien, Sam Son, Tien Trang, Ngoc Lac, Hoang Hoa and Hoang Thanh to organize serious reviews and clarify the responsibilities of collectives and individuals involved in the delay or failure to send written reports on the situation of land use investment projects in the managed area.
The results of the review must be summarized and reported to the Chairman of the Provincial People's Committee before June 25, 2026.
For projects that are still outstanding and prolonged, arising before August 1, 2024, Thanh Hoa Provincial People's Committee requests units to proactively study carefully the regulations in Resolution No. 29/2026/QH16 of the National Assembly and Decree No. 147/2026/ND-CP of the Government. From there, proactively resolve them according to their authority or promptly advise competent authorities on plans to remove difficulties and obstacles in accordance with the law.
At the same time, the Provincial People's Committee also requested to conduct a review and thoroughly handle projects that have not been allocated land or leased land but investors have arbitrarily cordoned off areas, erected fences or used land illegally.
For projects that have been basically completed, relevant units must urgently complete acceptance work, put them into use soon, hand over infrastructure, liquidate contracts and finalize accounts to complete implementation immediately in the third quarter of 2026.
For projects that have been allocated land and leased land, the Provincial People's Committee requests localities to strengthen supervision and urging activities to ensure construction progress. Projects that still encounter problems with site clearance need to quickly review and report specifically to find solutions to remove obstacles, striving to complete this work before June 25, 2026.
Projects that have not been allocated land must urgently complete relevant legal procedures to be eligible for commencement according to regulations. All cases of intentional illegal construction will be strictly handled.
For projects that have exceeded the implementation deadline, functional units must proactively propose handling measures and report to the Provincial People's Committee for consideration, including the application of measures to recover and ensure project implementation or project recovery according to the provisions of law.
Thanh Hoa Provincial People's Committee assigned relevant departments and agencies to promote review, promptly remove obstacles, strengthen inspection and strictly handle slow-progress projects; urge investors to fully implement margin obligations, financial obligations and legal regulations on land and construction.
At the same time, requesting investors to focus maximum resources to accelerate project progress and complete it according to commitments. Projects that are behind schedule and do not fall into force majeure cases will be strictly handled according to legal regulations.
Periodically every 6 months and annually, the Department of Home Affairs will advise the Provincial People's Committee to consider and handle responsibilities for organizations and heads of units assigned tasks if any shortcomings or limitations occur in the process of managing, monitoring and implementing investment projects using land.
This handling result will also be used as a basis for evaluating the level of annual task completion of agencies, units and heads.
