Politburo Member, Prime Minister Le Minh Hung has just issued Document No. 520/TTg-PL on urgently issuing documents detailing laws and resolutions of the National Assembly.
The document clearly states that to date, some ministries and ministerial-level agencies have not yet complied with the deadline for completing the handling of detailed regulations that are still in debt.
Regarding this matter, the Prime Minister requested ministers and heads of ministerial-level agencies to seriously review their responsibilities and focus on directing immediate implementation.
Accordingly, ministers and heads of ministerial-level agencies assigned to preside over the drafting of detailed regulations must directly (not authorize deputy heads) direct the development, promulgation and submission of detailed regulations under the responsibility of ministries and ministerial-level agencies.
Ministers and heads of ministerial-level agencies directly exchange and agree with ministers and heads of relevant ministerial-level agencies on contents with differing opinions before submitting to the Government and the Prime Minister; directly report and be fully responsible to the Government and the Prime Minister for the quality and progress of submitting and issuing detailed regulations and issues arising from the slow issuance of detailed regulations.

With 19 decrees and decisions of the Prime Minister detailing laws and resolutions of the National Assembly that took effect before May 1 and 78 documents that will take effect from July 1, ministries and ministerial-level agencies must complete dossiers and submit them to the Government and the Prime Minister no later than May 16 for unsubmitted documents.
With the drafts submitted, agencies urgently absorb the opinions of Government members and the directions of Government leaders to complete them.
With 75 circulars under the authority of ministries and ministerial-level agencies, the Prime Minister requested ministers and heads of ministerial-level agencies to focus on directing and urgently issuing them, ensuring that they take effect simultaneously with laws and resolutions of the National Assembly.
Heads of agencies are personally responsible to the Prime Minister if delays or delays occur.
With detailed regulations on laws and resolutions passed by the National Assembly at the first session, ministers and heads of ministerial-level agencies chair the drafting of draft laws and resolutions to urgently review the contents assigned to detailed regulations and proactively organize the drafting of detailed regulations, ensuring quality, deadlines for submission and promulgation in accordance with regulations.
The Ministry of Justice focuses resources and organizes appraisal immediately after receiving complete dossiers of draft decrees and decisions of the Prime Minister at the request of ministries and ministerial-level agencies. The Ministry of Justice also needs to review the content of receiving and explaining appraisal opinions of ministries and ministerial-level agencies and clearly affirm whether the dossiers of draft legal documents are sufficient or not sufficient to submit to the Government and the Prime Minister.
The Prime Minister requested Deputy Prime Ministers in the assigned fields to directly direct ministers and heads of ministerial-level agencies to strictly implement the above directives; focus on directing the completion and urgent consideration and signing of detailed regulatory documents.
