Tomorrow (November 10), the 10th Session of the 15th National Assembly will continue to enter the 4th working week. This week, the National Assembly will discuss and comment on many important contents.
Typically, the National Assembly will discuss in the hall a number of draft laws such as the draft Law on the Exercise of Civil Judgments (amended); the draft Law on Judicial Assessment (amended); the draft Law on the Exercise of Criminal Judgments (amended); the draft Law on the Exercise of Temporary Detention, Temporary Imprisonment and Prohibition from Leaving the Place of Residence.
Notably, some contents of public interest will be discussed by the National Assembly this week such as the draft Law on Construction (amended); the draft Law on E-commerce.
This week, the National Assembly will also discuss in groups the draft Law on Drug Prevention and Control (amended); draft Resolution of the National Assembly on mechanisms and policies to effectively implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions, strengthening protection, care and improving people's health; investment policy for the National Target Program on health care, population and development for the period 2026 - 2035.
Regarding the draft Law on Construction (amended), many National Assembly deputies are interested in the regulation on expanding the subjects of works exempted from construction permits.
Delegate Hoang Van Cuong (Hanoi delegation) agreed with the regulation on expanding the subjects exempted from construction permits.
This person said that the draft Law stipulates: Construction works located in areas with two or more provincial-level administrative units are exempted from licensing.
"Why do works located in two administrative units that are exempt from a license but located on one administrative unit have to apply for a license?" - delegate Hoang Van Cuong raised the issue and said that this regulation should be considered, based on the nature and scale of the project.

According to the delegate, if it belongs to the type of project that must be licensed, it must be licensed by whether it is located in two or three administrative units. Conversely, if it is exempted, it should be exempted even if it is located in an administrative unit.
Agreeing with the regulation that some works are exempt from licenses, the delegate also wondered about the safety of construction. It is proven that many countries in the world have quite common exemptions from construction permits, but professional design consultants are required.
Therefore, the delegate recommended that the construction permit-free project still need to have a design from a professional agency to ensure the safety of that project itself and society. At the same time, clearly define the responsibilities of design consultants and the post-inspection responsibilities of management agencies.
This delegate also recommended that when there is a design consultation, it is advisable to expand the subjects exempted from construction permits, not only in rural areas but also in urban areas with planning, along with strengthening post-inspections. Thus, it will ensure the true nature of urban order with management and procedures are open to the people.
