On November 8, Politburo member and Prime Minister Pham Minh Chinh chaired the regular Government meeting in October 2025 online with localities.
In his concluding remarks, the Prime Minister requested to continue implementing proactive, flexible, timely and effective monetary policies, closely and synchronously coordinating with reasonable, focused and key expansionary fiscal policies and other policies.
Ensure the gold and foreign currency markets operate stably and healthily, strictly control risks; focus credit capital on production and business, growth drivers; build and maintain credit packages for priority sectors (such as social housing, strategic infrastructure development, overcoming flood consequences).
Tightly control credit for areas with potential risks, including the real estate sector, to prevent risks for each credit institution and system risks. The State Bank must take responsibility for this.

The Prime Minister pointed out that GDP growth in the first 9 months reached 7.85%; for the whole year of 2025 to reach over 8%, the GDP growth rate in the fourth quarter must reach over 8.4% (of which the industrial sector increased by about 9.4%; the service sector increased by about 8.3%; the agricultural sector increased by about 4%; striving for the proportion of the digital economy to account for about 20% of GDP).
With traditional growth drivers, the Prime Minister stated that in terms of investment, the entire political system must strive to disburse 100% of the public investment capital plan; cut down on all cumbersome administrative procedures, strongly attract FDI, especially realized capital; strongly promote private investment (such as job assignment, ordering, contract forms, etc.).
Regarding consumption, strongly develop the domestic market, especially e-commerce; increase trade promotion, promotions, discounts, fairs, tax, fee and charge exemptions, especially during holidays and Tet.
Deploy and effectively operate the 2-level local government model (pay attention to reviewing functions, tasks, apparatus, building job positions, arranging enough capable cadres, connecting information, data, processes, procedures, decentralization, delegation of authority...).
Focus on removing difficulties and obstacles for long-standing projects.
Focus on preventing and combating the consequences of storms and floods. Note to organize the search for missing people; promptly treat the injured; quickly support people to repair damaged houses, support temporary accommodation; restore essential infrastructure; fully count the damage situation...
The Prime Minister also directed a number of specific tasks and solutions for ministries, branches and localities, in which the Ministry of Finance urgently completes and submits to the Government the Decree on the pilot mechanism for developing a circular economy; the project "National One-Stop Investment Portal"; preparing capital for the Lao Cai - Hanoi - Hai Phong railway... Coastal localities resolutely implement measures to remove the IUU yellow card.
In particular, the Prime Minister requested Can Tho city to urgently purchase 2 radiotherapy machines to serve patients at Can Tho Oncology Hospital.
This is being implemented slowly even though the Prime Minister has inspected, directly directed and issued a number of documents, and problems have been resolved, including in terms of capital sources, while this is a very urgent issue, directly affecting the health and lives of patients.
From this specific incident, the Prime Minister once again emphasized the requirement for localities in general to be proactive and proactive in implementing work, avoiding waiting and relying on the Central Government.
