Abandoned dormitory worth nearly 200 billion VND in Bac Lieu will be converted into social housing

Breakthrough in social housing

According to the Plan to implement the social housing target for the period 2025 - 2030, Bac Lieu province will have 1,984 social housing units.

In the immediate future, Bac Lieu province will focus on completing the Beda Bac Lieu 1 Social Housing Project invested by Beda T&C Joint Stock Company. This project has a scale of 22,823m2 with 338 low-rise townhouses, expected to be invested in construction and put into business in 2025.

In 2026, the Beda Bac Lieu 2 Social Housing Project, with 285 low-rise townhouses invested by Beda T&C Joint Stock Company, is also expected to be completed.

From 2027 to 2030, the province aims to complete 1,131 more social housing units. In particular, the Beda Bac Lieu 3 Social Housing Project, with a scale of 431 low-rise townhouses, will be one of the key projects.

Social housing belongs to 20% of the land fund of the Bac Lieu Mixed-use Ecological Urban Area Project with a scale of 409 hectares; located in Hiep Thanh Commune, Vinh Trach Dong Commune (Bac Lieu City) BEDA T&C Joint Stock Company was approved by the People's Committee of Bac Lieu province for investment policy and investor approval to implement BEDA Bac Lieu 1 social housing projects (area B), BEDA Bac Lieu 2 social housing (area C), BEDA Bac Lieu 3 social housing (area G).

In the above projects, according to the approved 1/500 planning with a scale of 1,054 apartments, including: BEDA Bac Lieu 1 Social Housing (Area B): 338 apartments; BEDA Bac Lieu 2 Social Housing (Area C): 258 apartments; BEDA Bac Lieu 3 Social Housing (Area G): 431 apartments.

Renovating abandoned dormitories to social housing

In 2026, it will mark an important step forward with the conversion of the function of 2 student dormitories on 3/2 Street (Ward 1, Bac Lieu City) into 150 social housing apartments of public property. The Department of Construction will preside over and coordinate with relevant departments and branches to advise the Provincial People's Committee to recommend that the Ministry of Construction soon have a legal basis for this conversion.

On June 3, the Bac Lieu Housing and Land Fund Development Center said it had handed over these two buildings to the Department of Construction for management. The Department of Construction of Bac Lieu said it is completing the procedures to submit to the Provincial People's Committee to submit to the Ministry of Construction.

In order to complete the project and ensure that social housing targets are completed in 2025 and the following years, Chairman of Bac Lieu People's Committee assigned the Department of Construction to urgently complete the adjustment of the Housing Development Program in Bac Lieu Province in the period of 2021 - 2030 to submit it to the competent authority through and develop the implementation plan.

The Department of Agriculture and Environment shall preside over advising the Provincial People's Committee on solutions for site clearance to have a clean land fund to call for investment in developing social housing. At the same time, coordinate to support the People's Committees of districts, towns and cities to remove difficulties in compensation and site clearance, to speed up the investment progress of social housing projects in the province.

The People's Committees of districts, towns and cities are assigned to urgently prepare procedures and documents to submit to the Department of Finance for appraisal before June 15, 2025 to submit to the Provincial People's Committee for consideration and approval of investment policies, as a basis for calling for investment.

Bac Lieu strives to completely eliminate temporary and dilapidated houses for poor households, near-poor households, and people affected by natural disasters and climate change by 2030; basically complete the target of building 1,900 social housing units for low-income people, industrial park workers, and armed forces, and effectively implement housing support under target programs, especially for people with revolutionary contributions, relatives of people with revolutionary contributions who have difficulty with housing, poor households in rural areas and ethnic minority areas.

At the same time, the province will implement planning and arranging independent social housing projects and social housing in the 20% land fund for commercial housing and urban areas, ensuring synchronization of technical infrastructure and essential social infrastructure; mobilizing and effectively using capital sources for social housing development, prioritizing timely allocation of state budget capital to ensure the implementation of social housing development goals...
