Informing reporters, the Department of Industry and Trade of Lang Son province said that there is currently 1 industrial park in the province, VSIP Lang Son, with a scale of nearly 600 hectares, and 10 industrial parks with a total area of about 418 hectares.
Of these, only local industrial park No. 2 (old Cao Loc district) with an area of 8.5 hectares has come into operation. The remaining 6 CCN are struggling to complete legal procedures to invest in infrastructure construction, and 3 CCN have started construction but have only stopped at the stage of investing in technical infrastructure construction.
At the VSIP Lang Son Industrial Park project, up to now, the Provincial People's Committee has leased the land in the second phase with an area of nearly 37 hectares. Accumulated, the project is allocated 97 hectares, reaching only 48.5% of the first phase area and 16.17% of the total project area.
Regarding site clearance, VSIP Lang Son has completed the measurement and counting for phase 1, with a compensation plan of more than 564 billion VND, involving 1,006 households, on an area of over 218 hectares. However, problems in relocation, resettlement arrangements, and disagreements about compensation plans are causing the project to face the risk of delays.
"The People's Committee of Lang Son province has directed the People's Committees of Tuan Son and Huu Lung communes to complete the relocation of households from the project area before August 15, 2025, and at the same time relocate the graves in August 2025. The Department of Construction is also assigned to complete the adjustment of the 1/2000 planning and submit it to the Provincial People's Committee in July 2025. Investors are forced to speed up infrastructure construction, with the goal of attracting secondary investors in the fourth quarter of 2025," said the leader of the Department of Industry and Trade of Lang Son.
Amidst the picture of many dark patches, Bac Son 2 Industrial Park is considered a rare project to keep the pace. This project has completed 9/9 administrative procedures, 100% of site clearance has been completed, and from the groundbreaking date of December 19, 2024 to now, the progress is still closely following the plan.
Currently, the Department of Construction is instructing the People's Committee of Vu Le commune to adjust the detailed planning 1/500, expected to be completed in July 2025. At the same time, the Department of Agriculture and Environment and related units continue to review and consider the location of the wastewater treatment system to ensure environmental standards.
In contrast to Bac Son 2 Industrial Park, the remaining 8 industrial parks are behind schedule, facing difficulties from site clearance work to planning adjustment and resettlement arrangements.
Accordingly, at Dinh Lap Industrial Park, the People's Committee of Dinh Lap Commune must urgently complete the site clearance in July 2025, and relocate the 110kV power line before August 15, 2025. Investors must also speed up the leveling and construction of infrastructure.
For Hoa Son 1 Industrial Park, Tan Thanh Commune People's Committee was assigned to complete site clearance in August 2025, and at the same time arrange resettlement areas for affected people.
As for Ho Son 1 Industrial Park, Huu Lung Commune People's Committee must urgently handle the forced relocation of 7 households to hand over the site to the investor for continued construction.
At a recent meeting, the Chairman of Lang Son Provincial People's Committee affirmed that IP and IPN projects have a special significance in attracting investment and developing the local economy. Therefore, removing difficulties and speeding up project implementation is an urgent task.
The Chairman of the Provincial People's Committee requested relevant departments and branches to strive to save 50% of the time for handling administrative procedures, while focusing on directing and removing obstacles for investors. The Department of Agriculture and Environment is assigned to complete the dossier for granting land use right certificates to eligible projects before July 15, 2025.
" Localities must proactively study legal regulations, grasp planning, and speed up site clearance progress. Investors must strictly comply with legal procedures and speed up construction to soon put the project into operation," emphasized the Chairman of Lang Son Provincial People's Committee.
