The Tien Cat Urban Housing Area project, Thanh Mieu ward has a scale of more than 14.2ha, with a total investment of nearly 968 billion VND, invested by Song Hong Thu Do Group Joint Stock Company.
The project includes 387 houses combined with commercial and service, with a total floor area of over 213,000m2. Along with that, build a clock tower, pedestrian street, creating a highlight of the lakeside landscape of Van Lang Park.
Up to now, the area has basically been cleared, and the investor has deployed synchronous construction of technical and architectural infrastructure.

The total value of the project is estimated at nearly 689 billion VND, the ground leveling item reached 90% progress, the drainage system reached 85%, the water music tank completed 100%, the clock tower item reached about 84%, and townhouses reached about 35%.
Currently, the project is facing obstacles related to site clearance (about 19% of the area has not been handed over), many households have not agreed on compensation, support, and resettlement plans, and about 65 graves have not been moved according to plan.
After listening to the Department of Construction and related agencies report on the project implementation situation, the Chairman of Phu Tho Provincial People's Committee directed the Department of Finance, Department of Construction, Department of Agriculture and Environment, Thanh Mieu Ward People's Committee and project investor to focus on doing well the related tasks.

The investor coordinates with Thanh Mieu Ward People's Committee, Phu Tho Land Fund Development Center to work directly with households subject to resettlement to agree on the area of resettlement land plots to update and propose adjustments to the detailed plan of the project to be appropriate. At the same time, clearly define the scale of area and scope of relocation of Hoa Mai Kindergarten to ensure requirements, propose updates and completions in adjusting the detailed plan of the project; submit to competent authorities for appraisal and approval of planning adjustments before April 30, 2026.

Thanh Mieu Ward People's Committee shall preside over and coordinate with Phu Tho Land Fund Development Center and relevant agencies to focus on propagating and mobilizing people to agree on site clearance and resettlement; carry out the relocation of graves before June 3, 2026.
At the same time, based on the relocation plan of Hoa Mai Kindergarten that has been agreed upon by agencies, assigning Thanh Mieu Ward People's Committee to study and propose a plan to invest in building and relocating the school; report to the Provincial People's Committee before April 30, 2026.
The Department of Finance shall preside over and coordinate with the Department of Construction, Department of Agriculture and Environment, Phu Tho Land Fund Development Center, Phu Tho Regional Project Management Board and relevant agencies to review the work carried out for the existing technical infrastructure relocation project (electricity supply, water supply...).

Along with that, propose that the Provincial People's Committee assign the project investor the task of moving existing technical infrastructure to ensure convenience and consistency in the project implementation process in the area. Report and propose to the Provincial People's Committee before April 10, 2026.
