Kien An District has 25 households renting houses of Hai Phong Housing Management and Trading Company Limited with land within the boundary of the Hanh Phuc Lake Flower Garden project. Up to now, 4 of these households have agreed to receive compensation and support, 3 cases have completed the re-lease documents in the housing area in Vinh Niem ward, Le Chan district.
According to the management records, the origin of the land where 25 households rented houses to Hai Phong Housing Management and Trading Company Limited and 4 households are using land that is subject to project recovery but does not meet the conditions for compensation and support for the land is determined to be the land of the organization. In the rental contract signed with Hai Phong Housing Management and Trading Company Limited in 2018, some households confirmed: the land that was arbitrarily built and renovated outside the rental area is under the management of the Company. At the same time, he pledged not to request support, compensation or any other proposal when the state management agency handled the violation.
The implementation of compensation and site clearance for the Hanh Phuc Lake Flower Garden project has been implemented by the district to ensure compliance with the prescribed process, order and procedures. The agencies of the district and Tran Thanh Ngo ward have actively promoted and mobilized. The leaders of the District People's Committee have had direct dialogues with households 6 times; responded to the petitions many times in writing. However, up to now, some households still do not agree with the compensation and support plan, and have even made recommendations that there is no basis for legal settlement. Therefore, to ensure the project's construction progress, the District People's Committee will organize enforcement for cases of intentional non-compliance with site handover.
In this situation, the leaders of Kien An district have directed all levels, sectors and units to increase propaganda and mobilize households to understand and comply with compensation and support policies for site clearance.
