According to a report by the Department of Education and Training, on March 13, the press reported on the extra learning of students at Luong Khanh Thien Secondary School, Kien An District. Immediately after receiving information about the incident, on March 14, the Department of Education and Training established a working group with Luong Khanh Thien Secondary School to grasp the information.
Through the inspection, it was shown that 41 teachers of Luong Khanh Thien Secondary School registered to teach extra classes at the Thien Van Cultural Knowledge Training Center (Thien Van Center) under the Thien Van Cultural Knowledge Training Center Cooperative (Thien Van Cooperative). These teachers all have submitted applications for additional teaching and signed contracts with Thien Van Cooperative.
1,517 students of Luong Khanh Thien Secondary School registered to study at Thien Van Center. Students registering to study at Thien Van Center all have applications for additional study; among the above-mentioned students and teachers, there are 941 students and 26 teachers registered to teach extra classes at Thien Van Center (address 128 Tran Huy Lieu, Dong Hoa Ward) but were organized by Thien Van Center/Tien Van Education Center to teach and study at Enterprise 359 (address: Lot 3, Le Duan Street, Bac Son Ward, same Kien An District).
The above teaching and learning organization is not in accordance with the registered location of teachers and students; not in accordance with the location permitted by competent authorities. The large number of teachers and students of extra-curricular schools at a location like the above has caused bad public opinion, easily leading to opinions that this is a manifestation of widespread " gentral" extra-curricular learning, "rule of law"...
According to the assessment of the Department of Education and Training, the above limitations and shortcomings are the responsibility of collectives and individuals, in which the Department of Education and Training of Kien An District has not promptly detected and taken measures to remind and rectify Luong Khanh Thien Secondary School in particular and schools in the area in general.
Luong Khanh Thien Secondary School, directly the Principal of the school, has not been up close in grasping the situation of teachers and students participating in extra teaching and learning outside of school. In addition, individuals leading and managing departments and teachers participating in extra teaching at the Cooperative/Tien Van Center participated in teaching outside the registered location without promptly reporting to the principal.
The Director of Thien Van Cooperative and the Director of Thien Van Center are responsible for violations when organizing educational activities at locations that are not registered or not permitted by competent authorities; organizing teaching and learning other than locations that have been registered by students and teachers...
Considering the report of the Department of Education and Training and the People's Committee of Kien An District on the above content, Vice Chairman of the City People's Committee Hoang Minh Cuong assigned the Department of Education and Training to handle administrative violations of educational activities outside of locations permitted by competent authorities.
The People's Committee of Kien An District directs departments, branches and localities to guide units that organize extra teaching and learning to complete legal procedures in accordance with the provisions of Circular No. 29/2024/TT-BGDDT and related legal regulations. The District Department of Education and Training shall preside over the organization of supervision, inspection, and examination of extra teaching and learning activities according to the provisions of Circular No. 29. Along with that, consider responsibilities, handle violations (if any) of regulations on extra teaching and learning for relevant groups and individuals under the authority of the District People's Committee, and report to the City People's Committee on the implementation results.
