According to the Government's Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", by 2030, Son La must complete 4,000 social housing units.
Currently, the implementation of social housing projects in the province is behind schedule, not really attracting investors, making it difficult to achieve this goal.
Mr. Nguyen Van Phuc - Deputy Director of the Department of Construction said that Son La province has approved 29.5 hectares of land to attract investment in the development of more than 1,000 social housing units, including: 6.5 hectares in Lay village and group 5 (Chieng Sinh ward); 17 hectares in Chieng Ngan commune; 2.6 hectares in Mai Son industrial park and 2.8 hectares in Van Ho industrial park.
In the 2026 - 2030 period, the province continues to call for investment with about 17.6 hectares of land, mainly in project No. 2 of Ho Tuoi Tre Urban Area (0.6ha); old Chieng Ngan commune (17ha) and Mai Son and Van Ho industrial parks (5.5ha).
However, due to low population density, specific living habits, few industrial parks and high construction costs, there have been no investors participating. The whole province currently has no social housing projects being implemented.
On the other hand, due to limited local budgets and unsynchronized infrastructure investment, especially in connecting transportation, along with the State not having preferential support policies, few investors participate, causing the development of social housing to not meet the needs of low-income people and workers.
"According to Decision No. 444/QD-TTg dated February 27, 2025 of the Prime Minister, Son La province has set a target of completing 4,000 social housing units by 2030. The province has organized a demand review and forecasted that by 2030, the demand for social housing in the province will be about 492 units, mainly concentrated in the old Son La city and in Mai Son industrial park" - Mr. Phuc said.
Proposal to reduce from 4,000 apartments to 492 apartments
Mr. Nguyen Thanh Liem - Deputy Head of the Department of Planning, Architecture and Urban Development (under the Department of Construction of Son La province) informed: The demand for social housing in Son La is much lower than the target assigned by the Prime Minister.
To ensure feasibility, avoid wasting resources and still be consistent with the Project's goals, the Department has advised the Provincial People's Committee to propose the Ministry of Construction to submit to the Prime Minister to adjust the province's social housing development target for the period 2026 - 2030 to 492 units.
According to Mr. Liem, from July 1, 2025, the Government issued Decree No. 192/2025/ND-CP detailing a number of articles and measures to implement Resolution No. 201/2025/QH15 dated May 29, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for social housing development.
This will open up credit, tax and financial support incentives, attracting private investors to the social housing sector in Son La. At the same time, simplifying administrative procedures helps shorten the time for appraisal, approval and licensing, speeding up progress and reduce costs for investors.
Social housing development is both a pillar of social security and a socio-economic boost, contributing to balancing the real estate market and meeting the demand for affordable housing for low-income people.
"With Decree No. 192/2025/ND-CP of the Government, Son La expects to have a legal basis to overcome difficulties, ensure the goal of developing social housing and improving the quality of life of the people" - Mr. Liem said.
