The Ministry of Finance received Official Letter No. 6110/BCT-DL dated August 16, 2025 from the Ministry of Industry and Trade on giving opinions on the draft Decree amending and supplementing a number of articles of Decree No. 72/2025/ND-CP dated March 28, 2025 of the Government regulating the mechanism and time for adjusting average retail electricity prices.
According to the Ministry of Finance, the Ministry of Industry and Trade is the state management agency for electricity activities, including electricity prices, and is responsible for developing and submitting to the Government and the Prime Minister to issue legal documents on prices under its management.
"We propose that the Ministry of Industry and Trade, the agency assigned to preside over the drafting of Decree No. 72/2025/ND-CP, should clarify the necessity of amending and supplementing the Decree, as well as carefully assess the impact of this amendment and supplement" - the Ministry of Finance suggested.
According to the content of the draft Government Submission of the Ministry of Industry and Trade, the amendment and supplementation of Point g, Clause 2, Article 4 of Decree No. 72/2025/ND-CP comes from the proposal of Vietnam Electricity Group (EVN) to overcome the accumulated losses in previous years, and the Ministry of Industry and Trade is requested to review this proposal to ensure compliance with and compliance with the valuation principles and regulations in Point a, Clause 2, Article 52 of the 2024 Electricity Law.
To solve EVN's difficulties and reduce negative impacts on EVN's financial situation, it is recommended that the Ministry of Industry and Trade review, study and propose appropriate mechanisms for adjusting retail electricity prices to submit to competent authorities as prescribed in the amended Decree.
The Ministry of Finance requests the Ministry of Industry and Trade to direct EVN to clearly report: Regarding losses, separate losses caused by social security from losses caused by production and business activities, in which it is noted that losses caused by non-sectoral investment (if any); losses (if any) due to the implementation of electricity price policies to support the implementation of state policies on the development of industries and fields; the impact of electricity price adjustment on people's lives, production and business activities of enterprises and the economy; solutions to limit the impact of electricity price adjustment.
Moreover, as an industry manager, the Ministry of Industry and Trade is fully responsible for reviewing and inspecting the contents of EVN's report and supervising EVN's adjustment of average retail electricity prices.
