On April 8, the Department of Agriculture and Environment of Khanh Hoa province said that the unit is accelerating compensation, support, and resettlement for key projects. Including Ninh Thuan Nuclear Power Plants 1 and 2.
According to Mr. Nguyen Minh Thu - Deputy Director of the Department of Agriculture and Environment, the unit has arranged 4 specialists from the Sub-Department of Land Management to rotate to support Phuoc Dinh and Vinh Hai communes in carrying out site clearance work.
In the resettlement area serving Ninh Thuan 1 Nuclear Power Plant (Phuoc Dinh commune), compensation, support, and resettlement plans have been approved for 56/129 cases, with an area of 30.7ha, total cost of 30.08 billion VND.
To date, 12 cases have been paid, with an area of 9,732m2, the amount is about 14 billion VND. The work of measuring, counting, and determining the origin of land at the factory area has been 100% completed.
Phuoc Dinh Commune People's Committee is completing the plan according to the special mechanism and organizing public listing according to regulations.
For Ninh Thuan 2 Nuclear Power Plant (Vinh Hai commune), the resettlement area has been approved for a detailed plan at a scale of 1/500. The Provincial Investment Project Management Board is coordinating with a surveying and mapping consulting unit to make a basis for land acquisition, compensation and resettlement.
At the factory area, measurement and inventory work has been completed; compensation plans have been priced and listed for 516/534 cases and advance payments have been made to 120 households with a total amount of more than 9.3 billion VND.
According to the Department of Agriculture and Environment, the major obstacle currently is that cases of land encroachment and occupation before and after July 1, 2014 do not meet the conditions for compensation according to the provisions of the Land Law. The Government has directed ministries and sectors to study separate mechanisms to remove obstacles.
To speed up progress, the Department has arranged professional staff to directly support localities in site clearance work.
Vice Chairman of Khanh Hoa Provincial People's Committee Trinh Minh Hoang requested localities to urgently pay compensation to eligible cases and soon hand over the site to investors to implement the next steps.
