Recently, a citizen in Phu Tho reflected on the fact that his family is using a land plot that has not been granted a Certificate of Land Use Rights.
Due to the need to accurately determine the actual area and boundaries for management without having to submit a certificate immediately, this person contacted functional agencies but was refused on the grounds that land without a certificate would not be measured. This incident caused confusion for land users when they did not know which agency to seek legal support.
Regarding this issue, the Ministry of Natural Resources and Environment affirmed that according to the provisions of Decree No. 102/2024/ND-CP, the Land Registration Office is a public non-business unit with the function of measuring, mapping cadastral records and providing public services on land.

In addition to the tasks of performing administrative procedures, this unit also has the role of providing services according to the needs of organizations or individuals based on civil agreements. Thus, people wanting to measure the current status of land plots even without a red book is still within the scope of service provision of this agency.
In addition to the State agency system, the Ministry of Natural Resources and Environment notes that people can proactively find and hire units or organizations with map measurement functions to implement.
To ensure choosing the right capable unit, people need to look up the list of organizations licensed to operate and individuals with practicing certificates publicly posted on the Electronic Information Portal of the Ministry of Natural Resources and Environment.
Locally, information about surveying units headquartered in the area or individuals granted practicing certificates is also clearly posted on the Electronic Information Portal of the Provincial People's Committee.
Mastering the regulations on competent units helps people be more proactive in making land area information transparent and protecting their legitimate rights.
