The Ministry of Agriculture and Environment has just issued Decision 2304/QD-BNNMT announcing administrative procedures in the field of land under the state management functions of the Ministry. Accordingly, many procedures for registering land changes will be carried out at the provincial level:
Register changes in cases where members of a household or individual are using land to establish a private enterprise and use the land for production and business activities of the enterprise.
Register changes in land use rights and ownership of assets attached to land in cases of conversion of agricultural land use rights without following the plan of consolidation and exchange of plots; transferring, inheriting, donating land use rights, ownership of assets attached to land, contributing capital in the form of land use rights, ownership of assets attached to land; leasing, subleasing land use rights in infrastructure construction and business projects; selling or donating or to inherit or contribute capital in assets attached to leased land of the State in the form of annual land lease.
Register changes in the case of changing the name or information about the land user, owner of the property attached to the land or changing the number or address of the land plot; changing the limitation of land use rights, ownership of property attached to the land or changing the rights of adjacent land plots; reducing the land plot area due to natural landslides.
Register changes in land use rights and ownership of assets attached to land due to division, separation, consolidation, merger of organizations or conversion of organizational models, conversion of business types according to the provisions of the law on enterprises; adjust detailed construction planning; issue Certificates for each plot of land according to detailed construction planning to project investors in need.
Register changes in the case of changes in land use rights and ownership of assets attached to land according to the agreement of household members or husband and wife; land use rights for construction of works on the ground serving the operation and exploitation of underground works, ownership rights of underground works; sale of assets, transfer, transfer of land use rights that are public assets according to the provisions of law on management and use of public assets; receive land use rights and ownership of assets attached to land according to the results of dispute resolution, complaints, denunciations about land or judgments, decisions of the Court, enforcement decisions of the enforcement agency that have been enforced; decisions or judgments of the Vietnam Commercial Arbitration on resolving disputes arising from commercial activities related to land use; receiving land use rights, ownership rights of assets attached to land, including assets attached to land, assets attached to assets attached to assets, assets attached to assets, assets attached to assets, assets attached to assets, assets attached to assets attached to assets, assets attached to assets attached to assets, assets attached to assets attached to assets, assets attached to assets attached to assets attached to the bank, assets attached to assets attached to assets attached to the assets.
