The FAM - Quang Tri High-Tech Agricultural Zone Project was approved by the People's Committee of Quang Tri province in June 2018, with an area of about 200 hectares in sub-areas 764 and 765 (Cam Tuyen commune, Cam Lo district, Quang Tri province).
The investor - FAM Quang Tri Agricultural Products Import-Export Production and Trading Company Limited (under FLC Group) - committed to investing about 371 billion VND to form a large-scale agricultural production area, applying high technology to serve domestic consumption and for export.
However, after more than 6 years since the policy was granted, the project implementation progress has almost stumbled. In addition to coordinating with localities to carry out a number of procedures for changing forest use purposes, planting replacement forests and making an advance payment of more than VND5.2 billion to clear the land of about 60 hectares, the enterprise has only stopped at leveling the ground cover and then stopped construction until now.
Notably, the FAM - Quang Tri High-Tech Agricultural Zone project has not completed many important procedures after being approved for investment such as: appraisal of feasibility study reports, basic design, construction drawing design, construction licensing, fire prevention and fighting plans. The contents of commitments to State agencies such as paying a deposit to ensure project implementation, construction progress reports, operation plans, etc. were not implemented on time.
Despite repeatedly citing objective reasons and proposing an extension, investors have not proven the conditions to continue extending investment progress according to regulations. The situation of sluggishness, delay, commitment and then failure of promise occurred continuously, causing waste of land resources and affecting the order of project management.
Facing the above situation, on April 15, the Department of Finance of Quang Tri province sent a written request to the provincial People's Committee to request to consider the end of the project's operation. Facing the proposal of the Department of Finance, the People's Committee of Quang Tri province submitted to the Standing Committee of the Provincial People's Committee for consideration and submission to the Provincial Standing Committee for consideration and decision.
Regarding the above project, Lao Dong Newspaper previously published an article "Spending hundreds of hectares of land for a suspended project in Quang Tri", informing FAM Quang Tri Agricultural Products Import-Export Production and Trading Company Limited to commit to putting the FAM - Quang Tri High-Tech Agricultural Zone project into production from April 2019, then requested to postpone it to October 2020. However, the reality shows that the project has only been on paper for many years, making the local public extremely upset.
