This is a requirement in Instruction No. 31,HD/BTCTW of the Central Organizing Committee on the establishment of Party organizations corresponding to local administrative units and the arrangement of the apparatus of the Vietnam Fatherland Front, provincial and commune-level unions.
Based on relevant central regulations and these instructions, the Standing Committees of provincial and municipal Party Committees directly under the central government should proactively study and reorganize the apparatus.
Pay attention to arranging cadres with focus on quality, reasonable correlation in quantity between local blocks, ensuring the operation of agencies is smooth, implementing the mechanism of Party leadership, State management, and people's mastery.
Absolutely do not let negative, personal manifestations, bureaucracy, lack of objectivity, or unfairness in personnel work occur.
Regarding the payroll for the provincial level, in the immediate future, the existing team of cadres, civil servants, public employees, and workers will be used. After going into stable operation, continue to complete the job position, manage and use the payroll according to regulations and instructions of competent authorities.
For the Vietnam Fatherland Front Party Committee, Central organizations, and the Central Organizing Committee, it is required to develop a Project to submit to competent authorities for approval and organize training and fostering to improve the professional qualifications, skills, and working skills of cadres in the system from the Central to local levels to meet the political tasks of Vietnam Fatherland Front agencies at all levels in the new situation.
For socio-political organizations, mass associations assigned by the Party and the State, doing a good job of political and ideological work among members, association members, union members and people, creating high consensus in arranging and streamlining the apparatus.
Promulgating guiding the organization of the Congress, consolidating and arranging the transfer of functions, tasks, organizational structure and officials of their organizations to ensure the regulations of the Party, the State, competent agencies and in accordance with the practical situation.
Staff of leaders, civil servants, and public employees of specialized agencies advising, assisting, and public service units of the commune-level Party Committee (new): Orient about 15-17 positions, in places with political centers, no more than 20 positions will be arranged.
In the immediate future, more staff can be arranged (including existing Party cadres of districts and communes and some provincial-level cadres and civil servants); after completing the job position, after a maximum of 5 years, it must comply with the regulations of the competent authority.
Staff of leaders and civil servants of specialized advisory and support agencies of the Vietnam Fatherland Front Committee at the commune level (new): Orientation of about 8-10 positions (including: Chairman, Vice Chairman, civil servant assistant).
In the immediate future, more staff can be arranged (including current cadres working in the Fatherland Front, mass organizations of districts and communes, and possibly some provincial-level cadres and civil servants); after completing the job position, after a maximum of 5 years, it must comply with the regulations of the competent authority.
