According to information obtained by Lao Dong, the Government Inspectorate has just announced the conclusion of the inspection of compliance with the law for the Hoi Xuan Hydropower Project.
This project is built in Quan Hoa district, Thanh Hoa province and Mai Chau district, Hoa Binh province, invested by Hoi Xuan VNECO Power Construction and Investment Joint Stock Company, with a total investment capital after many adjustments of VND 4,540 billion.
According to the original plan, the Hoi Xuan Hydropower Project had to complete construction and put into operation in September 2019. However, by the time of inspection, the project had not been completed and put into use.
After more than 5 years of delay, on March 25, 2025, the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity agreed to include the Hoi Xuan Hydropower Project as one of 4 cases and incidents with signs of waste in the Steering Committee's monitoring.
In the recently announced inspection conclusion, the Government Inspectorate clearly identified the responsibilities of the investor, the People's Committee of Thanh Hoa province, the Ministry of Industry and Trade, relevant ministries, branches, units and individuals.
Through the inspection process, the Government Inspectorate recommended that the Prime Minister direct the Chairman and Vice Chairman of the Thanh Hoa Provincial People's Committee; Ministers and Deputy Ministers of Industry and Trade; ministries, branches and organizations and individuals (through periods) related to the violations and shortcomings mentioned in the inspection conclusion to have a form of handling according to regulations.
Also according to the inspection conclusion, the Government Inspectorate requested the Chairman of the Thanh Hoa Provincial People's Committee to coordinate with relevant agencies to develop a handling plan to soon put the Hoi Xuan Hydropower Project into effective operation.
In the process of implementing the inspection conclusion according to the direction of the Prime Minister, the Government Inspectorate proposed that if there are signs of violating criminal law, ministries, branches and localities should transfer them to competent authorities for handling according to regulations.

Speaking with Lao Dong at the end of March 2025, a representative of the People's Committee of Quan Hoa district (Thanh Hoa) said that the Hoi Xuan hydropower project was behind schedule and under construction, affecting the lives of many households in the project area.
Of which, more than 655 hectares of land in the reservoir area of the hydropower project were affected, thousands of households were affected, of which about 500 households had to be resettled to new residences.
Up to now, many households have not received compensation or do not have resettlement areas, causing many difficulties in life.
Many people living around the project area also said that for the past 6 years (since 2019), this project has not been implemented, greatly affecting the lives and work of the people.
Many areas of land in the project area cannot be cultivated, leading to a shortage of cropland. Meanwhile, many households have not yet received compensation as well as support policies due to the impact of the project.
