This situation occurs in many localities after implementing the arrangement of administrative units and operating local governments at two levels.

In Hoang Hoa commune, many headquarters of the People's Committees of previous communes such as Hoang Duc, Hoang Dong, Hoang Dao, Hoang Ha, Hoang Dat have not been put into use.
According to the representative of the People's Committee of Hoang Hoa commune, the locality was established on the basis of merging the communes of Hoang Duc, Hoang Dong, Hoang Dao, Hoang Ha, Hoang Dat and But Son town. Currently, the commune is managing a total of 115 real estate facilities, including 23 offices and career facilities, 21 schools, and 71 cultural and sports institutions.
After the merger, to avoid wasting public assets, the locality has developed a plan to arrange and rearrange the old commune headquarters. "We closely follow the direction of the Central and the province, conduct a review and propose specific solutions. In particular, priority is given to arranging 12 old headquarters to convert their functions into schools, cultural houses and headquarters of a number of associations and public service units, said a representative of the People's Committee of Hoang Hoa commune.

According to the representative of the Thanh Hoa Department of Finance, by December 31, after localities have completed the plan, the unit will have accurate data on the number of surplus real estate headquarters and facilities that cannot be arranged or arranged.
"Currently, the Department has issued detailed instructions to localities on the arrangement and rearrangement of headquarters after the merger. In particular, priority is required to be given to using headquarters for school purposes, health stations, and cultural works to serve the public interest, informed a representative of the Thanh Hoa Department of Finance.

Regarding this issue, Thanh Hoa province has recently directed the implementation of the Government's telegram on accelerating the progress of rearrangement, arrangement, and handling of housing and land facilities after reorganizing the apparatus and administrative units at all levels.
Accordingly, provincial departments, branches, and People's Committees of communes and wards are required to prioritize the allocation of headquarters for health, education and training, culture, sports, commune police headquarters and other public purposes during the reorganization process, ensuring effective use and compliance with planning in the area.
